01:11it depends, doesn't it, who's running it.
01:14Birmingham's huge.
01:16Sutton's just a small area,
01:18and I'm sure it can manage its own affairs well,
01:22because, clearly, it is a small place,
01:26and there'll be different issues to Birmingham.
