00:16A missile strike on the headquarters of Russia's Black Sea Fleet.
00:20We now have new video coming in that shows the scenes afterward.
00:23You can see plumes of smoke coming out of a building there.
00:26At least one Russian soldier is reported missing.

00:31This is Sevastopol.
00:32This is one of the largest cities in Russia.
00:35Russian-controlled Crimea.
00:36And Russian state media says that debris from the strike scattered hundreds of feet from the point of impact.
00:42Over the past month, Ukraine has really been ramping up its attacks on Russian military bases and other sites in
00:49and around Crimea as part of their counteroffensive.
00:52And this looks to be a big move today.
00:54CNN's Katie Polglaze has more on this.

00:58Katie, what more are you learning about this strike this morning?
01:01Well, we're learning that clearly this was quite a big target.

01:04There's clearly a lot of developing news happening this morning.
01:07But we're also watching this right now.
01:09The administration is now deploying hundreds of additional military personnel to the southern border because of the latest surge of
01:15migrants.
01:16Nearly 9,000 crossings were recorded in the past 24 hours.
01:20This new video that we're showing you shows the moment a migrant family pulls a child through the barbed wire,
01:28essentially, and others are coming through that barbed wire as well, right in front of authorities in Eagle Pass, Texas.
01:35The mayor of that city saying President Biden bears, quote, some responsibility for the crisis.
01:41Let's go there.
01:42CNN's Ed Lavenderas is in Eagle Pass for us.

02:09In a potential 2024 rematch with Donald Trump in New Hampshire, Biden has the advantage, leading Trump by 12 points.

02:47Seeing that kind of something that's not within the margin of error right now is unique, right?

02:54Coming up for us, the threat of a government shutdown is real and some would say unavoidable at this point.
03:01Eight days out from the deadline, and Republicans now think it is a good idea to start trying to move
03:07individual spending bills, which they need to do 11, then, in eight days.
03:12Why?
03:13The complicated dynamics that are only getting messier by the hour, with nothing short of the federal government paying our
03:19military members and the U.S. economy hanging in the balance.

04:02Ukrainian officials are warning the Russian Black Sea Fleet could be, quote-unquote, sliced up like a salami, is how
04:08they're saying it, if they don't surrender the Navy headquarters.
04:12These new attacks come as Ukraine is ramping up its counteroffensive, continuing to try to push on its counteroffensive operations
04:18against Russian military bases.
04:20So far, one Russian soldier is reported as missing after this latest attack.

04:31Well, as you mentioned, clearly...
04:32Turn out of the mess on Capitol Hill.
04:34In eight days, the government will shut down if Congress doesn't do its job and pass a funding bill of
04:39some sort to keep things rolling.
04:42This morning, a familiar déjà vu is starting to set in.
04:45The Office of Management and Budget, they are now making plans to soon formally initiate the process of preparing for
04:51a potential shutdown, as we have seen so many times before.
04:55And this is all about House Republicans.
04:57Hard-right Republicans delivered House Speaker Kevin McCarthy another blow, blocking forward motion again on a related bill.
05:05So McCarthy burned again, sent members home for the weekend.
05:09Still, some Republicans are trying to work this out, even saying that they're willing to work with Democrats to avoid
05:14a shutdown.
05:15Here's one of those Republicans speaking to us just last hour.
05:18Joining us right now is one of the workers on strike right now and has been UAW member Jim Rowe,
05:23who worked for the Stellantis plant in Toledo, Ohio.

05:29We're just getting more of these details about what is really going to be happening starting at noon.
05:34But first and foremost, hearing that the strike is now going to be expanding for Stellantis and for GM, what's
05:41your reaction?
05:44The strike is expanding for GM and Stellantis, not with Ford, because there seems to be real progress with Ford.
05:57Does that, as someone who's working for Stellantis, with Stellantis, continues and is now expanding as we are seeing.
