02:56Good evening, Trinidad and Tobago, and to our international audience,
03:00and our brothers and sisters in Grenada, this is Beyond the Tape.
03:03I'm your host, Whitney Husbands.
03:05Now we're getting almost close to ending of another work week,
03:08along with the closure of our school term,
03:10and I'm hoping that the parents are ready to supervise,
03:14and also the guardians and those who may be responsible for these young, beautiful minds,
03:19that you make sure that you have things in place to keep them occupied.
03:24And of course, to guide us with that and more,
03:27we have our favorite host each and every Tuesday, Thursday, and Friday.
03:30We have ASP Russell here with us.
03:32Good evening to you, sir.
03:34Good evening, Miss Husbands.
03:35Good evening, Trinidad and Tobago,
03:37and our international viewers on behalf of our Commissioner of Police,
03:41Deputy Commissioners, Assistant Commissioners,
03:43and First and Second Division Officers of the Trinidad and Tobago Police Service.
03:48As usual, it's a pleasure being here.
03:51As I spend the next, what, 50 minutes with you all?
03:54How was your day today, though?
03:55How was your day?
03:56My first day is usually long.
03:59Yes.
03:59It starts early because I have a commitment at another media house,
04:03and for some reason I have a problem sleeping on the Wednesday night
04:06because there's a bit of anxiety that steps in,
04:09knowing that, you know, it's a tight window,
04:11you have to get down to Porta Spain quickly,
04:14and you don't...
04:14With the information.
04:16With the information.
04:16It is live TV, so, you know,
04:19you really have to do some preparing, and...
04:21And you definitely cannot miss the show.
04:23Well, I cannot miss the show.
04:25So a lot of times,
04:26it's either I stay in Porta Spain,
04:28or if the opportunity presents itself,
04:31I may go all the way to Arima.
04:33Yes.
04:34To just relax for a bit,
04:35and then come back long in the evening.
04:38Straight from the TV,
04:40I then go to the gym.
04:41You actually get time?
04:42Well, I make time.
04:43People make time for what they like,
04:45and I like the gym.
04:46I like the exercise.
04:47I want to spend all of my pension and my gratuity.
04:50All.
04:51Well, I mean,
04:51with all the hard work that you have done,
04:52it is only right,
04:53and I guess the reason why you need to have your muscles
04:57to fight crime in Trinidad and Tobago,
04:59you need to stay fit.
05:00How will your other officers pick up the same as well?
05:03Because it's important, huh?
05:05Well, what I observe from my S-Team organization,
05:08a lot of...
05:08There are a lot of different sections
05:11within the Trinidad and Tobago Police Service now.
05:13They are doing a lot of 5Ks
05:15and a lot of exercise activities,
05:177Ks,
05:17and we could even go...
05:19And we are taking care of our officers,
05:21both on the physical level
05:23and on the mental level,
05:25because it's talked about the launch
05:26of the mental health,
05:28the men's bureau.
05:29Yes.
05:29And we already had the women's bureau.
05:31So, you see,
05:31it's a holistic and overarching approach,
05:35multiple approach,
05:36and we look at putting systems in place
05:39to ensure that we care for the members
05:41of the Trinidad and Tobago Police Service.
05:43I don't understand,
05:43but is there a weight requirement
05:45when you're an officer,
05:47once you're on duty?
05:48No, there is no weight requirement,
05:51Ms. Husband.
05:52A lot of the times,
05:53your physical...
05:56You are in charge of your...
05:56You have to take responsibility
05:58for your physical appearance
06:00with respect to weight gain
06:01and stuff like that.
06:02However,
06:02there are a lot of sections
06:05that you have to do
06:07particular recertification
06:11to remain in the sections,
06:13like interagency task force,
06:15card and emergency,
06:16PT, physical training,
06:18the multi-optional police section,
06:19physical training
06:20and assessment is part of there.
06:22That's how you earn your keep
06:23in those sections as well.
06:25So, but, you know,
06:26for the regular officer,
06:28he or she may not be so tasked.
06:31But, you know,
06:31different things...
06:32Well, I guess they were crazy
06:33and accordingly.
06:34And then what you tend to find
06:36because of the shortage
06:36in strength,
06:37a lot of persons
06:38are working 24-hour shifts.
06:41Yes, you may bring lunch
06:42home,
06:43but you might eat that
06:44during the day
06:45and in the night,
06:469 o'clock, 10 o'clock,
06:48it's fast food.
06:49You want to eat a gyro
06:51or something
06:51with a lot of grease.
06:53So, it really, really
06:54puts us at a disadvantage.
06:56I mean, I am home
06:57most nights
06:58that I can make something
06:59reasonably healthy to eat.
07:01And, you know,
07:02we go from there.
07:03But I am seeing
07:04an improvement
07:04in the way the officers
07:05see themselves,
07:06carry themselves,
07:07and how they take care
07:09of themselves.
07:09And it's a fit man,
07:10which is important
07:11because the job entails that.
07:13It's not just
07:14sitting behind a desk
07:1524-7.
07:16Yes, they may have officers
07:17that may do that,
07:18but even if you do,
07:20you must try your best
07:21to remain fit as possible.
07:23Not saying
07:23you have to have
07:23big muscles like you.
07:24Well, I wouldn't call
07:25my muscles big,
07:26but I take my training
07:28seriously.
07:29And what I have
07:29is a lot of discipline.
07:31You know,
07:32discipline is really,
07:33really important
07:34with it as well.
07:35I always said to me,
07:36I don't want anybody
07:38to ever refer to me
07:39as the big belly police man.
07:40Oh, wow.
07:41I don't think we will get there
07:42anytime soon.
07:43Your mom will check you.
07:44So, let's say,
07:46what's going on there?
07:47You need to fix that.
07:48You need to fix that.
07:48But speaking of fixing,
07:49we're seeing
07:51when it comes to
07:52due care and attention
07:53on the roadway,
07:55yes, we continue
07:56to see the drivers
07:59still not taking
08:01precaution on the roads.
08:03Yeah.
08:03You know,
08:04and this is what
08:04we speak about.
08:07Inconvenience.
08:07The place is hot already.
08:09Look at that smash-up.
08:11Look at that smash-up.
08:13And this is why
08:13I know it is difficult.
08:14Including myself,
08:15I'm not going to pretend,
08:16but the regulation states
08:18you must stay
08:19at least three car lengths
08:21behind any vehicle.
08:23Yes.
08:23And many of us
08:24don't drive like that.
08:25Well,
08:26I don't,
08:27whereas the regulation
08:29says that,
08:29and this is the problem
08:30that the police service
08:31is always in,
08:32the regulation says that,
08:34yes,
08:35because it enables you
08:36to stop.
08:37Yes.
08:37But it also states
08:39you must go
08:39with the flow traffic.
08:40Yes.
08:41And with the amount
08:42of vehicles,
08:42remember,
08:43we continue to sell
08:43more vehicles every year,
08:45but there's no expansion
08:46on the road networks.
08:47Yes.
08:48So it's like,
08:49we continue
08:49us to trying
08:50to pour
08:51more water
08:51in and overfill bucket.
08:53And it was filled,
08:54like what you said.
08:55It was filled.
08:56So you remember
08:57there was a particular time
08:58there was no traffic
08:58on the road,
08:59no weekend,
09:00any day,
09:01any time,
09:02any location.
09:02traffic.
09:03And we continue to sell
09:05vehicles and we see
09:05we have more vehicles
09:06and more vehicles
09:07of proliferation.
09:08And now,
09:10when you look at
09:10how things like this,
09:11easier for somebody
09:12to acquire a car
09:13than a home.
09:15So some people
09:15might be saying,
09:16you know,
09:17I will pay my rent
09:1810 minutes by vehicle.
09:19And call that George,
09:20right?
09:20And call that George.
09:21Yeah,
09:21but I think it's also
09:22very important,
09:23ASP,
09:24once you're learning
09:25how to drive,
09:26it should be mandatory
09:27that you do defensive driving,
09:29not to just get a discount
09:30off of your insurance.
09:33And I totally agree with you
09:35that it should be mandatory
09:37once you're learning.
09:39However,
09:40it is not in any of the laws.
09:41Yes, correct.
09:42To drive certain vehicles,
09:43you are required to have
09:45some sort of defensive driving
09:48certification.
09:49However,
09:50it is not broad
09:54for all drivers.
09:56But I think we should,
09:57even if it is not mandatory,
09:59we should take the initiative
10:00even if you're driving many years.
10:02It helps a lot.
10:04And even if you want
10:04to just do it
10:05to sharpen up your skills,
10:06you should.
10:07But I did a course
10:08with defensive driving
10:09and I am telling you
10:10it helps me tremendously
10:11because I drive for everybody
10:13and that is why
10:14at least,
10:14you know,
10:14I'm able to maneuver
10:16in a city
10:17other than I could
10:17really drive her.
10:19All right.
10:19Well,
10:21I'm happy that when,
10:22you know,
10:22we have women
10:23that are great drivers.
10:25I do like how that's always sounding.
10:26Like you're forced to say that.
10:27I'm not,
10:28Miss Husbands,
10:29do not put words,
10:30but I'm to check in you again.
10:31well,
10:31it sounds like your post,
10:32your post is said.
10:34Like somebody's penchant is said.
10:36Do not put words in my mouth.
10:38So you don't think
10:38that we have good drivers,
10:39female drivers?
10:40There are loads
10:41of great,
10:42not good,
10:43great female drivers out there.
10:45That's what we're saying.
10:46And there are loads
10:47of great officers
10:48out there as well.
10:49And speaking of great officers,
10:51according to the TTPS media release,
10:53man charged with murder
10:54following Charlotte Street
10:55fatal shooting.
10:56So a 50-year-old man
10:58has been charged
10:59with murder
10:59of firearm-related offenses
11:01in connection
11:02with the fatal shooting
11:03of Marlon Hamlin,
11:05which occurred
11:06on Wednesday,
11:07the 17th of June,
11:08excuse me,
11:092026,
11:10along Charlotte Street,
11:11Port of Spain.
11:12Now,
11:12Dylan Irvin,
11:1450,
11:15of Anisset Street,
11:16East Joy River,
11:17Port of Spain,
11:17was charged
11:18with the offense
11:19of murder,
11:20possession of a firearm,
11:21and possession
11:21of ammunition.
11:23Investigations revealed
11:24that approximately
11:253.23 p.m.
11:28on Wednesday,
11:2817th June,
11:292026,
11:30Marlon 51
11:31of Elver Avenue,
11:34Greendale Park,
11:36Rima,
11:36was seated
11:37in the rear
11:38left passenger seat
11:40of a motor vehicle
11:41registered HDC 4618,
11:44which was parked
11:45along Charlotte Street,
11:46Port of Spain.
11:47When he was approached
11:48by a man
11:48armed with a firearm,
11:49the suspect allegedly
11:51shot Marlon
11:52several times
11:53before fleeing
11:54the scene
11:55on foot
11:56in a suddenly direction
11:57along Charlotte Street.
11:59Now,
12:00Marlon succumbed
12:00to his injuries
12:01as a result
12:02of the attack.
12:03The accused
12:04is expected
12:04to appear
12:05before a master
12:06of the high court
12:07soon.
12:08Yes,
12:08but first of all,
12:10you know,
12:10let me extend
12:12condolences
12:12to the family
12:13of the deceased,
12:13but I'm certain
12:14now that they
12:15could have some
12:16sort of closure
12:17with respect
12:18to somebody
12:18being charged.
12:19I want to say
12:21kudos
12:21to the
12:24regional homicide bureau
12:26tasked with the
12:27duties and responsibilities
12:28of investigating
12:29this matter
12:30and bringing it,
12:31you know,
12:32actually doing
12:33the investigation
12:33and bringing
12:34enough evidence
12:35to secure
12:37instructions to charge.
12:38Because once
12:38it's murder,
12:39homicides,
12:40you take a fight
12:41to the director
12:42of public prosecution
12:43and based on your
12:44evidence
12:44and the contents
12:45of your fight
12:46and the weight
12:46of your fight,
12:48he would say
12:49charge or don't charge.
12:50It's not sure
12:50it's enough to charge.
12:51So it would show
12:51the good work
12:52by the police.
12:53I know detection
12:54with respect to murder
12:55rates is one of our
12:56sore points
12:57in the Shantabaga
12:57police service.
12:58I'm always happy
12:59when persons
12:59are held accountable
13:02for those kind
13:03of heinous crimes
13:04such as murders.
13:04Well, the CTPS
13:06continues to work
13:07out as we're seeing
13:08here once again.
13:09One arrest,
13:10cannabis and ammunition
13:11seized in the
13:12Port of Spain division.
13:14Now, ammunition
13:14and cannabis
13:15seized while one
13:17person was arrested
13:18during an
13:19intelligence-led
13:19operation,
13:20Resolute Shield
13:21exercise conducted
13:22by officers of
13:23the Port of Spain
13:24division which took
13:26place yesterday
13:27between 10 p.m.
13:28on Wednesday,
13:298 July 2026
13:30and 2 a.m.
13:32on Thursday,
13:329 July 2026.
13:34Acting on
13:35intelligence,
13:35officers conducted
13:36a series of searches
13:37in the Gonzalez,
13:39Belmont Valley Road,
13:40Snake Valley,
13:41Lavantel Road
13:41and Perseverance Lane.
13:44During the exercise,
13:45officers searched
13:46four houses
13:47and one abandoned
13:48structure.
13:49A search of the
13:50abandoned structure
13:51at Snake Valley,
13:52Lavantel,
13:53resulted in the
13:53discovery of
13:5416 rounds
13:55of apparent
13:569mm ammunition
13:57and 40 grams
13:59of cannabis.
14:00Officers also
14:01arrested a man
14:02of Rudolph Charles
14:04Link Road,
14:05Gonzales,
14:05in connection
14:06with lasting
14:07inquiries
14:08being conducted
14:09in the central
14:10division.
14:12Busy.
14:13Of course,
14:14of course.
14:14You know,
14:14and it's,
14:16we understand
14:17we're an SOE.
14:18Yes.
14:18And we continue
14:19to work in a
14:20particular manner
14:21and even after
14:22the SOE is concluded,
14:23you would still see
14:24a lot of exercises,
14:26a continuation
14:27as we intensify
14:29our efforts
14:29to really dismantle
14:31criminal gangs
14:32and infiltrate
14:33these networks
14:34and bring their
14:35reign to an end.
14:36You know,
14:37so I want to
14:37commend the officers.
14:38There's always
14:38a good many officers
14:39go out on
14:39and exercise.
14:40We thank God
14:40and they
14:41moved to them safely.
14:43And you know,
14:43they came back,
14:44they made the streets
14:45safer by getting
14:46some of the ammunition
14:47off the streets
14:48as well as
14:49some kind of
14:50this.
14:50So, you know,
14:51good work to the
14:51officers.
14:51And you know,
14:52this is what
14:52we like to see
14:54with respect
14:55to the officers
14:55and when they call
14:56and you get ready
14:57to do your due diligence
14:58and you come back
14:59successful.
15:00Every day is fishing
15:00and every day is catching
15:01it.
15:02But for the days
15:03that we catch,
15:04we are even
15:05super grateful.
15:06Well,
15:07with that being said,
15:08we're seeing here
15:09an incident
15:09that took place
15:10in the Chase Village
15:12area.
15:13Let's take a look
15:13at this.
15:14Very disturbing.
15:16Now,
15:17ASP,
15:18I am not sure
15:19what transpired here.
15:20This is all
15:22the video evidence
15:23that we have
15:24thus far,
15:25but you can hear
15:26now on fire
15:28and these individuals
15:29trying to get
15:30at someone
15:32at this residence.
15:37Now,
15:37I'm not sure
15:38what made the,
15:39I don't know
15:40if it was a female
15:41if Jackie could go back
15:42that was standing there.
15:43She's a female.
15:43Yeah,
15:43not me.
15:44Maybe they just
15:45maybe went thinking
15:46to check someone
15:47at the house.
15:47She wasn't expecting that.
15:49But,
15:49um,
15:52there may be
15:53some level
15:54of familiarity
15:54between her
15:55and the people
15:56that are standing there.
15:57that is in close proximity
15:58and you see
15:59it's a neighborhood.
16:00Yeah.
16:01And,
16:01I mean,
16:01for them to be so bold,
16:03let's start there.
16:05Let's start there.
16:06Knowing that someone
16:07is standing there
16:09unaware of what
16:10would take place.
16:11and this is,
16:12this is some of the,
16:13um,
16:13things we have to face
16:14living in any neighborhood
16:16throughout Trinidad
16:17and Tobago
16:17because you just don't know
16:19what persons may be.
16:21you know,
16:22you look at that,
16:23right?
16:23Yeah.
16:24And the same public
16:25at times,
16:26if we see somebody
16:27fit in the description
16:28or wearing the kind
16:28of clothing
16:29that they are wearing
16:30in a hoodie
16:31in the Hudson
16:31and we decide
16:32to search them,
16:33you know,
16:33the public is upset.
16:34We wicked.
16:35But you are seeing,
16:37you are seeing
16:39where,
16:40and I hear you,
16:41I hear you on the approach,
16:43I hear you on the approach,
16:44um,
16:45but a lot of the times,
16:46even when you approach them
16:49respectfully,
16:49a lot of them
16:50look for the attention
16:52to carry on
16:53in a particular way
16:53to draw attention
16:54to our crowd
16:55so that the crowd
16:55may come
16:56and start with their statements
16:57and may want
16:58to influence the police
16:59or,
17:00or really,
17:01obstruct the police
17:02by way of their statements
17:04or words
17:04and stuff like that
17:05so some of them
17:07do things.
17:08I remember being
17:09in
17:11Narcotics and Fire and Bureau
17:12for quite a number of years,
17:14probably nine and a half years
17:15and I executed
17:17search forants
17:19nationwide
17:20and the,
17:21the response you get
17:23when you execute
17:24a search forants
17:25in Westmoreans
17:27is different
17:28to when you execute
17:29a search forants
17:31in,
17:31let's say,
17:33the Lavantel area.
17:34Mm-hmm.
17:36Two completely
17:37different responses.
17:40So,
17:41you know,
17:41you always,
17:42people may find
17:42that the police
17:43go into certain areas
17:45um,
17:46with a little more
17:48toughness
17:48because in some areas
17:50you do get
17:51a little more
17:53aggression
17:53from the persons.
17:54however,
17:55it's how you deal
17:56with it.
17:57You're going there
17:57to do your job,
17:59you be respectful,
18:00you use your manners,
18:02treat human beings
18:03as human beings
18:04and not look at
18:05where,
18:06where,
18:07um,
18:07someone lives.
18:08where someone lives.
18:09but that's why
18:10I was,
18:10I was thinking
18:11you all are the trained ones.
18:12So,
18:12even if you're going
18:13to Westmoreans
18:13or you're going
18:14to Lavantel,
18:15you are the one
18:16in the position
18:17where you are
18:18the highly trained one
18:19to de-escalate
18:21even if they start
18:22a while up,
18:22you shouldn't
18:23get on their level
18:26regardless of
18:26if someone is
18:27coming into an area
18:28that is considered
18:29more,
18:30you know,
18:31put together,
18:31I guess,
18:32or some people
18:32and others
18:34where,
18:35you know,
18:35you're coming already
18:36with that energy
18:37of the only one
18:37and start and rile up.
18:38So,
18:39that is what you will receive.
18:40But if you deal
18:41with people
18:42accordingly
18:42with all the noise
18:43and you know
18:43if you're going
18:44in with individuals
18:45that may come out
18:46and look
18:46to start something,
18:48you should have a shield
18:48which is
18:50the shield to de-escalate
18:52and the persons
18:52who are there to arrest
18:53and get out quickly.
18:55Mr. Sprint,
18:55I hear you
18:57but there's something
18:58called Murphy's Law
19:00where they say
19:01what can go wrong?
19:03Will go wrong.
19:05Will go wrong.
19:05And I tell you
19:07we would love
19:08to just go in search
19:09and come back out
19:10without the drama,
19:11without the quarrel,
19:11without the fuss,
19:12without the fight,
19:13without the cursing.
19:14We would love that.
19:16But we are not always
19:18in a position
19:19to be the recipient
19:21of that.
19:22And where that happens
19:24we would always respond
19:26with respect to our training,
19:28with respect to
19:299201
19:30and our use of force policy
19:31and we would
19:32respond accordingly.
19:35Yeah.
19:35I think too,
19:36just quickly
19:36to pay attention as well,
19:38I guess with some
19:39of the behaviors
19:39of some of the people
19:40in the areas
19:40that you mentioned
19:41is because of
19:42when they execute warrants
19:44they go in
19:44and they destroy
19:46the people's properties.
19:47And we have seen cases
19:49like that compared
19:49to, as you mentioned,
19:51you go into areas
19:51with highfalutin individuals,
19:53they will be more careful
19:55when they conduct themselves
19:57with searching their places.
19:58They wouldn't break
19:58the door down
19:59in that manner
20:00or they wouldn't
20:00ransack the place
20:01and rip things
20:03and all those things.
20:04Well, let me force
20:04you only break the door
20:06because, again,
20:08two different responses
20:09and on your warrant
20:10it stated
20:10gives you permission
20:11to enter
20:12if need be
20:13by force.
20:15So it's stated
20:16within the warrant.
20:17However,
20:18there are some places
20:19you knock
20:19and they will open
20:20immediately
20:20because they don't want
20:22the neighbor
20:22to see police by them.
20:23Come search quick
20:24and wait, wait.
20:25But there are other areas
20:28or little wicked
20:29or all you want
20:30or all you again
20:31or you come here for
20:33and opening the door.
20:35Sometimes you have
20:35particular information
20:36and you hear
20:36the toilet flushing.
20:38Yeah.
20:39You know,
20:39they flushing
20:40what you come to get
20:42down the toilet.
20:43What to do then?
20:44Yeah,
20:44as quickly as possible.
20:45And speaking of moving
20:46quickly as possible,
20:47let's take a look
20:47at what's making
20:48our SOE update today
20:49as of July 9th, 2026.
20:54Number of operations
20:559,153.
20:57Number of targets
20:58priority offenders
20:592,513.
21:01Searches conducted
21:023,632.
21:05Traffic operations
21:065,658.
21:09Total persons arrested
21:104,131.
21:12Total persons charged
21:141,010.
21:17Firearms recovered

21:18an increase
21:19for the pistols
21:19giving us
21:20a total of 223.
21:22Ammunition recovered
21:23we're seeing
21:24an increase
21:25with the 9mm
21:25along with the .40
21:27giving us
21:28a total of 4,110
21:30and dangerous drug
21:31fees we're seeing
21:32an increase
21:32with cannabis today.
21:34Yes, B?
21:34Well,
21:35firearms,
21:36ammunitions
21:37and drugs, eh?
21:38Yes.
21:38Come on in society
21:39today and this is
21:40what we are trying
21:41to rid the street of.
21:42I don't know,
21:43I don't know
21:44you were here yesterday.
21:45Did the rifles
21:46move based on
21:47the firearm
21:48that was the
21:49number of the crew?
21:50That is good.
21:51That means
21:51the stats
21:52are correct
21:53and it's
21:54reflecting our success.
21:56And I mean
21:56it's really alarming
21:59223 firearms
22:00thousands of wrongs
22:01there
22:01within this
22:02and this is
22:03so we hear.
22:04And if persons
22:05want to turn a blind
22:06eye to a crime
22:06and not realize
22:08the kind of artillery,
22:10the kind of equipment,
22:11the amount of
22:11illegal items
22:12that can come
22:13at you
22:14and be used
22:14against you
22:16with respect
22:16to a crime
22:17against you,
22:18you know,
22:19they very,
22:20very need
22:20to get on board
22:22with the
22:22Charant Tobago
22:23police service.
22:23Yes,
22:24we have our ways
22:25and we wouldn't
22:25always get it right,
22:26I would always say it.
22:27Sometimes we do
22:28things to piss you all
22:29off and we
22:29understand that.
22:31Sometimes you all
22:32do things to hurt us
22:33and say things
22:34to hurt us
22:35but it's our love.
22:36Yes.
22:37Alright,
22:37right now let's
22:38take a look
22:38at what's making
22:38today's headlines.
23:29And those are your stories
23:30making today's headlines.
23:31Don't forget you
23:32can give us a call
23:32when we come back

25:37All right, we are back,
25:38and of course,
25:38if you're now joining us,
25:39we have ASP Russell here with us.
25:41We have someone
25:41on the line right now.
25:43Caller, good evening.
25:45Hello?
25:48Caller?
25:50Good evening, caller.
26:11All right, I'm hearing you now,
26:16Ms. Whitney,
26:17and a very good evening,
26:18and an extremely good evening
26:19to ASP Russell.
26:22Yes.
26:23Good evening, sir.
26:24And this is a question
26:24to the ASP.
26:27ASP, I've listened
26:29to what you said
26:30about executing warrants
26:32and your demeanor
26:35and your demeanor
26:36with respect to
26:37geographic location.
26:40discretion.
26:41Well, is that
26:43what we consider
26:45discretion?
26:47Discretion with respect
26:49to how we deal with crime.
26:50And I have a problem
26:51with the discretion being used
26:54by the police service now
26:56because I am hoping
26:58that there is no discretion,
27:00should have no discretion now.
27:02We have too much lawlessness
27:04taking place
27:05and we will basically
27:08implement zero terror.
27:10The other thing is that
27:11you all have said,
27:13when you see something,
27:15say something.
27:16I am seeing something
27:18and I'm asking you
27:19frontally now.
27:21Has an investigation
27:24been launched
27:25into the meritless fiasco?
27:29Much meritless.
27:30If you could give me
27:31an update on that,
27:32I will appreciate it
27:33because I'm hearing now
27:34that the former president
27:37who was part of that fiasco
27:39has come out
27:41into the public
27:42and said,
27:44former prime minister
27:47usually gets a passport.
27:50And the current prime minister
27:52has come back immediately
27:54and she said,
27:55where was mine?
27:58I want to put it
27:59into the public.
28:01The fact that she might not
28:03have gotten one,
28:05does that warrant
28:06a police investigation
28:08for misbehaving
28:10in public office
28:12for not issuing
28:13that passport?
28:15If the president said
28:17that was the case
28:20that former prime minister gets
28:22and the current prime minister said
28:25she didn't get any,
28:27then I am saying
28:29are the police using
28:31a discretion here
28:33that they are not investigating
28:35people in high office
28:37at least no fair?
28:39All right.
28:40Thank you,
28:40caller.
28:42Yes,
28:42I am not sure
28:45what the caller
28:46is referring to,
28:47which merit list
28:48the caller is referring to.
28:49It may be something
28:50even
28:52over my pay grade.
28:54But
28:55I have spent
28:5729 years
28:58in this organization
28:59come the 1st of October
29:02and I have seen
29:05various
29:07professions
29:10before the court
29:12inclusive of our own colleagues
29:15by the Symposium
29:16and the legal police service.
29:17so
29:18I
29:19don't know
29:20where this
29:21talk of discretion
29:22comes from
29:23but I have no clue
29:25what the caller
29:25is speaking about
29:26but I know
29:27with our oath,
29:28without favor
29:29or affection,
29:31malice
29:31or ill will.
29:32Okay.
29:33I move on.
29:34All right.
29:35So
29:35at this time
29:36we take that break.
29:37When we come back
29:37we'll continue with more.
29:38We'll be back.
29:39All right, guys.
29:40Today we're going to start
29:41a new topic
29:41and that topic
29:42is entitled
29:55There is no way
29:56I could teach in all that noise
29:58and there is definitely
30:00no way
30:01we children could learn
30:02in that noise
30:03of violence.
30:04They deserve more
30:06that fear
30:07that anxiety
30:08we have to have
30:10our classrooms
30:11filled with joy
30:13laughter
30:13and hope
30:14not fear.
30:16That is why
30:17I support
30:18the TCPS
30:19school-orienting
30:20policing initiatives.
30:22This is not just
30:23about law enforcement.
30:25It's about
30:26building trust.
30:28Parents,
30:29teachers,
30:30students
30:30and officers
30:31all coming together
30:33to provide a safe space
30:35where young minds
30:37can flourish.
30:38If we all stand
30:40side by side
30:42we can protect
30:43our children
30:44keep them safe
30:45and they could have
30:47a space
30:48to learn
30:48without anxiety
30:50and fear.
30:52I am ready
30:53to partner
30:54with the TCPS
30:55in fostering
30:56safe,
30:57respectful
30:58and empowered
30:59schools
31:00across

34:05Remember,
34:05you can give us a call
34:06at 623-1711-XTÙ†ion-1996
34:09and in 1997.
34:10You have a call
34:11on the line.
34:12Caller,
34:12Good evening.
34:15Hello?
34:17Hi?
34:18Good evening,
34:19call-on.
34:19yes good evening yes good evening good evening sir I want to know why it is that you have
34:36officers who have passed out within the last eight nine ten months why they haven't received the ID and badge
34:48up to the day officers have passed out over eight nine ten months and because they don't have a badge
34:57they don't have an ID anyway some of them want to go and arrange to practice before you go and
35:02arrange
35:03the practitioner must have a some long side and it's a very embarrassing for these young men
35:09another thing is that why when I visit station I do little transactions outside station and you see
35:20officers who are on duty without uniform and when you see some of them in uniform their shoes
35:30are not clean why do they have like inspection for every shift to ensure officers are well-dressed
35:40and the shoes clean the officers you see no officers and them man your shoes and them like you all
35:46put oil
35:46on that it's very shiny and it's disciplining service after that you understand you can't frustrate these
35:54young fellas and them maybe maybe maybe they didn't get bad maybe they decided not shine in their shoes or
36:01something but you want to see a professional who wants to be a serious person carry it to the executive
36:07and let them deal with that because I don't think you have any answer for that
36:10okay thank you so much for calling yes because I answered it yes that was once I don't even want
36:20to give the public the story behind the shoes
36:22It's a new one.
36:25The ID.
36:26Carla, that placed us in such a position.
36:32And you know me, I'm being honest.
36:36And I know 10 months is definitely too long.
36:41A complaint was made to the association.
36:44We had dialogue about it.
36:47I know there was an issue with the machine that does the ID cards.
36:55And I hear you, Carla.
36:57With respect to the badges, I haven't seen the badges in a very long time.
37:05Like new ones being distributed in a very long time.
37:09So I hear you and you are right.
37:10And I will tell you something as well.
37:12But when we lead evidence, we lead evidence by the way I identified myself, by the way of my Trinan
37:18Tobago identification card.
37:19So it even places us in a difficulty when leading our evidence.
37:23So, Carla, I thank you for your observation.
37:25And I hope that it could really show and hasten whatever the process is that is causing the hinge on
37:34at this point in time.
37:35With respect to the shoes, sir.
37:38Maybe it's the time you go in the station.
37:40A lot of these stations are running 24 hours, sir.
37:45I'm not saying there may not be the occasion when somebody may come in their shoes.
37:48They may be starting their shift with the dirty shoes.
37:51Sometimes a person finishes at 24.
37:53When you work in 24, 24, you are on duty every day.
37:56Yeah.
37:57So sometimes you finish and then you have to go to court.
38:00When you reach them, you want to sleep in two twos.
38:01You come back to work the next day and I'm not making any excuses.
38:05I will defend you all to a degree with that, though.
38:08Because, I mean, many years ago, at the point in time, you were able to shine your shoes.
38:13But with the criminal activities happening right now, I don't think some of the officers may have the time.
38:19And then most of them are really overworked with, you know, certain divisions.
38:23It's not an excuse, but the reality is you want clean shoes or the presence of the police being there
38:28when they need to be?
38:29Well, we are guided by SO6 appearance and turnout.
38:31Yeah.
38:31So we want to see officers smartly dressed and turnout in the presence of the public.
38:36So, you know, a little wipe, a little quick wipe before.
38:40I remember when I now joined the work.
38:42When you work in Central Police Station and they get you on Friday evening, Frederick Street.
38:46You want to iron over your shirt because you're going to go out there looking sharp.
38:49You clean your shoes because you're going out there, you're unsure.
38:52But that pride starts from within.
38:55Yeah.
38:56I got it.
38:57Yeah.
38:57Nobody.
38:58I go to Libaba every week.
39:01I'm going to more God's pay and I don't have anything.
39:04But it's the pride that I take in myself to.
39:06I know I appear before.
39:07And even if I was appearing so frequently on the media.
39:10So it's about how you see yourself and that pride in yourself.
39:14We have a caller.
39:14Caller, good evening.
39:17Hello.
39:18I'm glad.
39:19Good evening.
39:20Good evening.
39:20Good evening.
39:21Good evening.
39:22Good evening, caller.
39:23And our beautiful sister.
39:25Yes.
39:26Good evening to you.
39:27the presenters.
39:29Yes, you could go ahead.
39:30I've been a regular caller on this program for over eight years.
39:35So to the present presenters this evening, I want to clarify something.
39:43To the officer and to Ms. Whitney and to myself, we have a responsibility to educate the younger
39:54ones in whatever we discuss with.
39:56Because it is the only hope that will stop a lot of things from happening that don't want to happen.
40:03I remember when Xander was at his undergraduate program.
40:07He had my own.
40:10He made a statement about the algebra.
40:15And he doesn't see the need for it.
40:18And I had to take him down the road to show him where, as a detective, he had to use
40:24algebra to solve some of the crimes.
40:28So, Mr. Whitney, yesterday, when I called, I was not correcting you.
40:33I wasn't correcting you at all.
40:35I'll tell you why.
40:36Mr. Whitney, I am sure you are not the author of that document.
40:41It has been somebody else that would like whoever is the author of these documents to prove it.
40:50And he said, I don't know if Mr. Officer has time to propose these releases because of the fact it
40:57is not a fault of you, you, as one.
41:04And we have a responsibility.
41:09And now that I know from doing my algebra, Mr. Whitney, I am almost 40 years your senior.
41:19Mr. Whitney, I am almost 40 years your senior.
41:23So, I'll give it an idea.
41:25I'll give it a little quote.
41:26Find out what is why.
41:29Okay, sir.
41:29How does it focus?
41:32How does it focus?
41:32X plus Y.
41:36That's one.
41:37About three in maths.
41:38But I didn't take it from him.
41:40I don't take it that way.
41:41But I don't know what you read that the caller is referring to.
41:46That was the millimeter, the bullet.
41:52Amination, I should say then.
41:54Okay.
41:55It was bias hitting.
41:57So, 7.6 by...
41:59Sometimes to reduce 9 by 19 parabellum as well.
42:03It's all about the dimensions of the wrongs.
42:07But it was explained as well.
42:08Yeah.
42:09But I don't want to believe that we still, you know, we don't want the gist of the information
42:15that is being put out there and the successes of the officers to be overshadowed by a dimension.
42:20Maybe next time we just put 7.62.
42:24I am no armorer.
42:25We have armorers for that.
42:27So...
42:28I guess I get full detail of the actual length of the ammunition.
42:32But regardless, we're educating.
42:33We receive the information.
42:35Caller, thank you so much for that.
42:36But right now we need to take a break and we'll continue with more.
42:51New Maybelline Serum Lipstick.
42:54Maybe it's not just lipstick.
42:56It's serum infused lush color with a hyaluronic acid and oil blend.
43:00For eight hour plumping moisture.
43:02New Maybelline Serum Lipstick.
43:04Maybe it's Maybelline.

43:43A grand night for opera.
43:45One magnificent night.
43:47One unforgettable experience that you won't want to miss.
43:53We got it.
43:55We got it.
44:02We've got it.
44:08Let's have a basic idea of level 9 about the most important suited for the franchise.
44:08Top of the Apostles and consistent现在.
44:08The way that women were hot as well is Thursday do on Wednesday.
44:09Tools to put up on Wednesday.
44:19From French and high October.
44:48And welcome back.
44:49Now, ASP, this situation here was really sad.
44:53And we're seeing what is happening with home invasions.
44:56And on Wednesday, we spoke about this with the grandmother from the Barkport area.
45:00That was choked to death.
45:01Yes, in our home invasions.
45:03And well, today her family and friends said farewell to Hanwe Senkandu.
45:07This is so, listen, I'm not going to lie.
45:10This is sad.
45:13These devils.
45:15It really touched me when I saw it.
45:18I was like, wow.
45:18You made sure I could be family, you know.
45:20But if you're not safe in your own home, where would you be safe?
45:23And I continue to say, we have to come together as neighborhoods because we are seeing that they are really
45:28targeting the old-
45:29Yes, yes, yes, yes.
45:32Because they are so wicked with their ways, they want the least amount of resistance.
45:39Imagine you work your whole life, you retire, you settle, you're not bothering anybody.
45:44You did what you had to do to contribute to society.
45:47You were in your place, you know.
45:50And these demons.
45:51And these demons.
45:52They are demons.
45:53This is, this would be your mother, your grandmother.
45:56Look at this lady with her whole family.
45:59Everyone I understood, she was supposed to celebrate her birthday.
46:02This is craziness.
46:04And this is what we call for the continuous partnership between the public and the police.
46:09There must be no division amongst us.
46:11We have to work together to rid the country.
46:15But all lawful means necessary of these elements out there.
46:20And those who are receiving all the monies and gifts, you're just as wicked and evil and demonic.
46:25Now, according to the Trinidad Express, doctors tied up as fake patients leads armed robbery.
46:31A man posing as a patient helped two accomplices rob a medical center in El Securo, San Juan on Wednesday,
46:39escaping with cash, jewelry, and cell phones with hundreds of thousands of dollars.
46:44Now, police said the robbery occurred around 5.20 p.m. at the Life Care Medical and Dental Center off
46:51El Securo, Main Road.
46:52One of the doctors, 54 told investigators that the man entered the facility seeking medical attention
46:58and completed a patient questionnaire before being escorted to the examination room.
47:04As the consultation began, a second man armed with a gun entered the room,
47:08announced a robbery, and together with the bogus patient, tied the doctor's hands with plastic cable ties.
47:17The bandits then stole a gold chain valued at $30,000, complete with a pendant bearing Arabic word of Allah,
47:25before forcing the doctor into a back room.
47:27The second doctor, also 54, was treating a legitimate patient when he heard the commotion.
47:35As he stepped in to investigate, he, too, was overpowered, forced to the floor, and tied up.
47:42Police said the third bandit, who had been acting as a lookout outside, then entered the building.
47:48The trio ransacked the office, stealing the doctor's cell phones, the patient's cell phones,
47:53a U.S. $20,000, and Titi $40,000 in cash.
47:58The three men then walked out of the building and escaped.
48:02One of the doctors later managed to free himself, untying his colleague,
48:06and reported the robbery to the Barataria police station.
48:10Sad. Sad. Sad. Sad. Sad. Sad.
48:12Sick people are living on the ground.
48:13But I know we would work relentlessly, and we are asking to bring these persons to justice,
48:18and we are asking the public to partner with us, 800-555.
48:22If you have any information with respect to this crime, or if you recognize that the person who didn't have
48:29anything on the corner,
48:30all of a sudden, things change.
48:32You know, they have a sudden uptick of financial freedom.
48:36Please, let us know.
48:38All right.
48:39Before we go to the other story, we have a caller.
48:41Caller, good evening.
48:43Hello.
48:44Hi, good day.
48:46Hi, good evening.
48:47Good evening, caller.
48:47Good evening, Ms. Mitnian, H-A-C-P, Russell.
48:52I'm calling to sign-up from the righty officers who will flavor the carnivore.
48:58It is yet to be paid.
49:00Can you make any information on that?
49:06Wow.
49:08I was listening to the office.
49:10Ma'am, are you a police officer?
49:12No, I'm not.
49:15But I'm...
49:16I know a fool.
49:18Okay.
49:18I would have to ascertain that information from the chief clerk, the extra duty clerk,
49:23in charge of the Port of Spain division, and I would provide you all with an update, probably tomorrow, Godspear.
49:30Yeah.
49:30Flavor, since February.
49:33Wow.
49:34Also, according to the Trinidad Express, again, we're seeing more home invasions happening,
49:40and the TTS is really trying to figure out how y'all could curb this.
49:43Now, followed to a home gunman robbed jeweler.
49:46A jewelry store owner was robbed of $120,000, TT and U.S. $3,000, and jewelry after armed bandits
49:55ambushed her more months after she arrived at her El Cicero San Juan home on Monday afternoon.
50:01Now, police said the robbery occurred around 2.55 p.m. as the woman drove into the yard of her
50:06residence.
50:07As she parked, a white Nissan Tida reportedly reversed into the yard.
50:12Three men got out of the vehicle, one of whom pulled a firearm and pointed it at the victim.
50:17The assailants ripped two gold chains from her neck and a diamond bracelet from her wrist before forcing her into
50:24her apartment.
50:25Once inside, they stole $20,000 from her handbag, $100,000 that was kept in a bedside table in her
50:34bedroom, and a U.S. $3,000 in cash.
50:38The bandits then fled the scene.
50:39The victim needed to report to the incident to officers in the San Juan police station.
50:44It seems on that side, San Juan, Bartario, they're being targeted.
50:47They needed to really intensify their patrols and their anti-crime operations in the Northeastern Division.
50:54I know they are led by competent seniors, and I know their seniors are looking on, Superintendent Birch and others.
51:04They are definitely looking on, and they would intensify their efforts.
51:08We are asking persons to make yourself hard targets as usual, as we continue to do that.
51:13I'm asking you, when you have a large amount of money on you like that, $120,000, you know, we
51:23have to be careful.
51:24You know, it may make sense to security services of one of those, not wanting to give anybody any free...
51:34Yeah, well, we're just transporting the money, correct.
51:36...security companies that would come with their armored vehicle and transport your money safely to the bank or otherwise.
51:44Because, I mean, look at what happened.
51:46I mean, yes, we know you should be able to walk free with your money, but unfortunately, we are not
51:50living in an age that allows us that amount of freedom.
51:54We hope to get back there soon.
51:57Soon, soon, we hope to get back there.
51:59But, in the meantime, we really have to encourage you to really take that extra time and effort to secure
52:07yourself.
52:07All right, we have another caller.
52:08Caller, good evening.
52:11Good afternoon.
52:12Good evening.
52:13To my dear Miss Brittany and my dear friend, Mr. Russell.
52:17Good evening, ma'am.
52:18Yesterday, I was so upset.
52:21I was so sad.
52:22I don't have words to say.
52:25You know, I had to go to clinic this morning.
52:29I could not have sleep.
52:31I know it accustomed these people.
52:34These, I can't call them criminals, sir.
52:38Monsters.
52:39That's what I would call them monsters.
52:42Why are they targeting elderly people like that?
52:45I don't know why.
52:46But, Tama, it's real.
52:49When things go back to them, you know, what they will say, what they do, what they do, but they
52:56don't know it's our God.
52:58But, I could not have sleep.
53:00I pray for all the entire old people, everybody.
53:05I had to go to clinic this morning, and I couldn't even go, because six o'clock I wasn't sleeping.
53:10I took two valium, and I couldn't even have sleep.
53:14I couldn't even have sleep, but to God be the glory.
53:17I don't know.
53:19I don't know what to say, but I leave everything in the master's hands.
53:24I leave everything in the master's hands.
53:26And you know when to stop everything.
53:29But, oh, gosh, we work hard.
53:31We work hard to enjoy our food of our labor.
53:35And why these young people?
53:37When I was 20 years, I started to do nothing.
53:40I do nothing for 44 years.
53:4344 years.
53:45You know?
53:46And I find it ridiculous, boy.
53:48It's ridiculous.
53:49But, you guys, if they're strong, I remember my birthday will be next week, Wednesday, the 15th, celebrating my 73rd
54:00birthday, young and strong and moving on.
54:02All right.
54:03I hope to hear from you, Mr. Kool.
54:05Thank you so much.
54:07And Mr. House Bonds, again, I know, yes, yes, yes, yes.
54:11You know these young people, our family, who benefit from the procedure of their crimes, right?
54:15They're just as evil.
54:17They are family, you know?
54:18They're just as evil.
54:19They know that their children, their loved ones, their loved ones, are involved in crime, and not bringing their names
54:24to the police.
54:25And you're comfortable?
54:25And they are comfortable with that.
54:27If they're comfortable, I get my sauce Bonds.
54:30But everybody wants to see the police change first.
54:33But we need to change this.
54:35Everybody needs to adjust the way that they do things.
54:38We need this continuous partnership.
54:42Because you may not be the victim today, because it's your son or your daughter doing it.
54:48But tomorrow, somebody, a son or daughter might do it to you.
54:51We have our final caller this evening.
54:53Call of the evening.
54:54Good evening, ma.
54:55Good evening, sir.
54:56Good evening, sir.
54:57I would like to put this to the officer, and I would like your input into it.
55:05Things like on a murder scene.
55:08You would see a good 10 cars full of bush, bush, bush, bush, bush.
55:13You have 40 police around there.
55:16I may exaggerate.
55:18But why don't they leave?
55:20They're doing like if you know somebody, you'll come to kill the dead man.
55:22Why don't they leave to walk two cars?
55:27Put care pens, seven or eight cars, how much you have.
55:30Do some roadblocks.
55:32Look out for the white cedar or the description of the car.
55:38Do something.
55:39I don't think any police will be looking for anybody out there to say like to send out a FOF
55:47or some kind of thing.
55:47I think there is comments around the dead person, like if they could solve something from that.
55:55Please.
55:56If I have more, I want to add.
55:58But since I don't have much time, I'll take this one only.
56:01And I hear the response.
56:03Thank you so much.
56:04We have a few seconds or so.
56:05So let me correct you on that.
56:08When these things happen, once we have the information, our white cedar, going left, going right, we always deploy.
56:14Of course, there will be persons going to the scene, but they'll have members of the task force and other
56:18units mounting at the same time to go out there to see if we could intercept that vehicle.
56:23I have worked in division for many years, and I tell you, we always do that, sir.
56:28All right.
56:29I hope that that was a question that was answered for the gentleman.
56:33Well, I hope so.
56:34And, of course, you have the opportunity tomorrow because ASP will be back with us tomorrow, God's Fair Life.
56:39ASP, as usual, we'd like to thank you for being here with us and taking the time and patience to
56:44answer as many questions as you can and guide us accordingly with all that we're seeing happening and unfolding throughout
56:49Trinidad and Tobago.
56:50We say continue to be hard targets, condolences to the family once again.
56:55We get ready for news coming up next to 7 o'clock.
56:58Continue to be hard targets and be vigilant.
57:01God bless.
57:02We're out.
57:20God bless.
57:21God bless.
57:22God bless.
57:22God bless.
57:22God bless.
