Former finance minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz told the Kuala Lumpur High Court that meeting notes from Tan Sri Muhyiddin Yassin were regarded as instructions that required action and consideration. He noted that this was because Muhyiddin was the prime minister at the time.

00:20Tengku Zafrul, the 11th prosecution witness in Muhyiddin's Jana Wibawa graph trial, said this was because Muhyiddin was the Prime
00:28Minister at the time.
00:30Based on his experience as Finance Minister, Tengku Zafrul said the Prime Minister's meeting notes had to be considered but
00:38did not constitute blanket approvals.
00:40He explained that recommendations could still be accepted or rejected after due consideration.
00:46Tengku Zafrul also told the court that if the Prime Minister wrote a note instructing that a matter not be
00:52considered, he would not proceed with any consideration.
00:56The former Finance Minister further testified that he did not know why some companies were recommended for direct negotiations, while
01:04others were required to undergo a pre-qualification process, saying only the person who issued the recommendation would know the
01:12reason.
01:12On Monday, the High Court heard that all 54 contractor companies recommended by the Prime Minister's office were awarded projects
01:21under the Jana Wibawa program.
01:22Muhyiddin faces four charges of abusing his position to obtain 225.3 million ringgit in bribes linked to the Jana
01:32Wibawa program, as well as three charges of receiving 200 million ringgit in proceeds from unlawful activities deposited into Bersatu's
01:41bank accounts.
01:42The trial continues on Thursday.
