Housewife S. Roghini Devi, 42, who claims to be the owner of stray dog Rocky, pleaded not guilty at the Klang Magistrate's Court on Thursday (Aug 20) to keeping the dog without a valid licence from the Royal Klang City Council (MBDK).

The offence allegedly occurred in Taman Teluk Gedung Indah on July 29 — the same night Rocky was allegedly beaten and strangled during an anti-stray operation.

00:01A third charge in the Rocky Dog case, the woman who claims to be the owner of Rocky,
00:06whose death sparked public outrage, has been charged at the Klang Magistrate's court
00:12with keeping an unlicensed dog.
00:14S. Rogini Devi, 42, pleaded not guilty after the charge was read before Magistrate E. Karthiyyini.
00:22She is accused of keeping a dog aged more than three months without a valid license
00:26from the Klang Royal City Council, MBDK.
00:30A dog license from MBDK costs 10 ringgit per year.
00:33The offense was allegedly committed outside a house in Jalan Samagaga, Tamanteluk Gedung Inda
00:39at about 10.50pm on July 29th, the same night Rocky was allegedly beaten and strangled
00:46during an anti-stray operation in the area.
00:48The charge was brought under Section 3 of the Licensing of Dogs and Dog Pounds Bylaws, MPK, 2007,
00:56which carries a fine of up to 2,000 ringgit up to one year's jail or both upon conviction.
