A teenager who was killed by her abusive partner was not given sufficient protection after she turned 18, a coroner has said.

00:02In a report sent to the Home Office, Senior Coroner Dr Julian Morris said there were gaps
00:10in safeguarding Natasha after she turned 18.
00:14Clifford, now 40, had been subject to a child abduction warning notice after Natasha was
00:21assessed to be at high risk.
00:23However, the notice automatically lapsed when she turned 18.
00:28Within a week of her 18th birthday, she moved in with Clifford.
00:33Natasha had been in care from a young age before she was moved to semi-independent living where
00:39she began to be groomed by Clifford.
00:41She was found with a major head injury on 15 April 2018 and Clifford told police she had
00:48fallen down the stairs after spending the day drinking.
00:51He said he carried her back upstairs after her fall as he had not noticed any injuries.
00:59Clifford was convicted in 2019 of murder and three other assaults on Natasha and was jailed
01:06for at least 17 years.
01:08Dr Morris, who led an inquest into Natasha's death, warned authorities that further deaths
01:14could occur if action is not taken.
01:17He said teenagers approaching 18 should be formally reviewed by an adult and thought should be given
01:22to creating a young person's team covering the transition from 18 to 22.
