03:14Over the years, these have included access roads and other infrastructure supporting tourism,
03:22agriculture, education, health, national security, industries, airports, seaports, and other national priorities.
03:31The current CSSP is therefore an umbrella program covering different types of infrastructure projects,
03:40not a single discretionary fund.
03:44The Sustainable Infrastructure Projects Alleviating Gaps or CIPAG,
03:49as well as the Basic Infrastructure Program or BIP,
03:52have likewise been lodged under this program.
03:56Official budget documents expressly identify CIPAG under CSSP while the program itself includes access roads
04:07leading to airports, seaports, tourism destinations, industries, and railway stations, among others.
04:15For perspective, the Fiscal Year 2026 General Appropriations Act itself publicly identifies CSSP as one of DPWH's regular programs
04:26alongside the Asset Preservation Program, Network Development Program, and Bridge Program.
04:32It is therefore inaccurate to portray CSSP as a newly discovered or previously undisclosed public works budget.
