02:40Now I hope you all had a safe and enjoyable weekend and we get ready to jumpstart the work week,
02:47another work week.
02:48And before Friday we saw where, fingers crossed, that things were going smoothly where we noticed 10 days without any
02:57murders.
02:57But this weekend gone we saw that there were 5 murders that took place.
03:02We will discuss that and more in a bit. And also over the weekend, the Western Peninsula.
03:08Let's just say persons were out in their numbers for a major event where Miami came to Trinidad for Miami
03:16Beach and persons could not move.
03:19You realize you're seeing pirogues working to get out.
03:21And that is usually when we have major events in the Western Peninsula, what takes place.
03:26But persons were out, persons enjoy themselves.
03:28And I don't know for persons who live in the West, it's something that you may have to get accustomed
03:32to because it's one way in, one way out.
03:34With all that being said, it is Monday.
03:36So that means we have El Capitan to guide us.
03:39The gentleman who is always willing to give us information and bring closure along with his team on a Monday
03:45on Beyond the Tape.
03:45We have Captain Rambo. Good evening to you, sir.
03:48Good evening, Whitney. And good evening to our viewers on TV6 and Beyond the Tape.
03:53And I am happy that he opened with Grenada Carnival.
03:56So this morning was a juvie.
03:59Like you missed out.
04:00Yeah, I missed out.
04:01But what I heard, what I heard, is that there are a couple good songs from Grenada that will make
04:07its way into Trinidad Carnival in 2026.
04:11So, you know, the Blackadan and their company will do their thing.
04:14And I'm happy for that.
04:16And also, I did follow the news with respect to the murders.
04:20And I was saying, you know, we still have some of these senseless murders.
04:25And I know we'll dive into those deeper as the program goes on today.
04:32But, you know, CPS started.
04:34And I hope we're supporting the same team this time.
04:38TKR.
04:39Of course.
04:40Right.
04:40So, both Whitney and I supporting TKR.
04:44Independence, I must represent for my country.
04:46And we're going to support them right down to the end.
04:48But there was a bit of closure during this week.
04:55Whitney, you know the story about a dog that brought the jawbone to the road.
05:01And the neighbors saw it.
05:02And this little dog.
05:04Blackie.
05:05Blackie would have paid a closure and bring closure to our family.
05:09And then, of course, the remains couldn't be found.
05:13And the gentleman called us.
05:15We went in and we got the remains.
05:18And close to the weekend there, it was identified as that of Kelvin Samaro, age 51, who went missing.
05:27About a month before the discovery, he went missing the 20th.
05:30I believe we found the remains on the 18th of July from Williamsville.
05:35Now, Kelvin is a businessman in San Fernando.
05:38Very popular, very decent.
05:40Both him and his car went missing.
05:42And his car was found three days after in Ibarraport District, where they had to shut down the GPS to
05:47recover the car.
05:48And we went out there and we searched for Kelvin.
05:51Kelvin has a great background.
05:53And there's a lot of excellent work for people in San Fernando.
05:58And really and truly, when I found out that his relatives were able to identify the body,
06:05I felt a sense of that this little dog started this whole story.
06:13And at the end, it was they were able to bring closure to a family.
06:17So, you know, you lost your loved one.
06:20And I always say not to find the body is to face an eternity of pain.
06:25And so to the Kelvin Samaro family, yeah, please accept our condolences.
06:30We knew he was a good gentleman.
06:32And we suspected from day one that it may have been a crime issue.
06:39We still don't know because the body is so decomposed.
06:42An autopsy or post-mortem may not be conclusive.
06:47But please accept our condolences on behalf of the family here on Beyond the Teepe.
06:53And, of course, on our team's behalf.
06:56Yes. Now, you spoke of when we opened the murders that took place over the weekend.
07:03But before we dive in there, I understand we have crazy that we want to...
07:07Yeah, crazy crazy went missing about 10 p.m.
07:10He was going to an event in Fort Espin.
07:14He's on VTAM Gardens.
07:15Now, again, when you run a background check on crazy Dion Gill, right?
07:21He's an employee in the...
07:22I think he's with the gender-based violence in the Ministry of...
07:26of Social Development.
07:28He has a good track record.
07:31He's a decent gentleman, age 41.
07:34He has his own car.
07:35He works hard at his job.
07:38And so he went missing 10 o'clock, around 10 o'clock.
07:41He left to go to Port Espin for an event.
07:43And we, the police is assuming that sometime late Friday night into Saturday morning, he would have been killed, shot
07:54and killed, in the Mova area, in Textile Avenue there.
08:00They received a call about 3.20 p.m. on Saturday evening about a body there.
08:06And so, this morning, the family went to the forensic center, science center, and officially identified the body as that
08:14of Kwesi.
08:15So, again, condolences to his family on behalf of those of us here on Beyond the Cape.
08:22And, of course, to my team.
08:23I was in close contact with his sister today.
08:26And the entire family is broken, heartbroken over this tragedy.
08:32Again, condolences going out to both families.
08:35And as we mentioned, Captain, and I said a few seconds ago, the murders over the weekend.
08:41Yeah, we did.
08:41And this one, we had to Calvary Hill.
08:43And according to the Trinidad Express, two shot dead.
08:47Two men were shot dead in Calvary Hill, Arima, in separate incidents yesterday.
08:51They were identified as Rion Rambo Thomas, 27th of Green Street, Arima, and Ismael Yam Yam Vinson, 38th of Calvary
09:01Hill, Arima.
09:02Thomas was fatally shot while walking with his girlfriend along Prince Street, Calvary Hill, early yesterday morning.
09:09Now, police said the couple were walking south along the roadway around 4.15 a.m. when they were attacked.
09:17Now, according to police, on reading, that should read, according to police, on reaching the vicinity of Holy Cross Chapel,
09:26a vehicle traveling north stopped alongside the pair.
09:30A passenger alighted from the vehicle and pointed a firearm in their direction.
09:37Now, several shots, gunshots, were heard following the Thomas incident.
09:43And they found where Thomas was slumped to the ground.
09:46Now, the passenger re-entered the vehicle, which continued north along Prince Street.
09:53The police and paramedics were notified Thomas was pronounced dead at the scene by a district medical officer.
10:00Condolences to the family.
10:02Yes, condolences to the family.
10:03And I know the producer, Jack, you will show it again, but I'm now looking at it on big screen.
10:09And you would feel that you're in a movie.
10:12So, when the guy steps out of the seat, the front seat there, there he is, Jackie.

11:51when law enforcement has to face these guys,
11:54this is what they come up against.

11:59I don't want to be a police officer in those circumstances.
12:02I don't envy them at all.

12:04But watching that video,
12:05how can a police officer shoot somebody in the leg?

12:09Let's be realistic.

12:11No, no, but I mean, come on, that is a serious threat.
12:13You can't dismiss that a long time.
12:14I mean, you can't aim in that situation.
12:17You can't aim to fire.
12:18You're fired to defend your life.

12:21And therefore, you must fire in the most strategic position.
12:25I think there's absolutely no debate about that.
12:28Yes, but I will mention this.
12:29We are seeing a lot of the new police posts being erected now throughout the country
12:34and they're moving rapid fire.
12:35Thus far so by Grand Bazaar, also by South Park,
12:39where it is moving as quickly as possible.
12:42I believe by next week, we might see that it is completed and this mission.
12:47Fully operational, right?
12:47So the distribution of these centers throughout the country means additional buildings,
12:53of course, but more importantly, additional resources in the country.
12:59One, it brings a sense of calm.
13:02Two, there is visibility.
13:04We were down in the carcass in our uniforms and we were stopped twice by Joint Army and
13:10police patrols, right?
13:12I don't mind.
13:13And I felt good.

13:15I mean, they would recognize me and say, Chief, you go ahead with your troops.
13:19They will do that.
13:20But I'm saying I felt good to see them and to know that they would have said stuff
13:25and knew who we were and what business we were about.
13:30But this is needed.
13:33And I think I am on record on this program as seeing that the movement of criminals in
13:41the country, you have to deal with it at a level of traffic, a traffic management plan
13:48to deal with them.
13:50And this is why you call it crime suppression as it's best.
13:53Now, I don't think anyone is against this.
13:55If you are mean, clearly you're involved in some sort of criminal activity.
13:58But if a police force can come in front of my house, I take it.
14:03Exactly.
14:04Because you remember this, and I don't ever forget.
14:07So when you have a high level of crime in the country, the fear of crime is a real thing.
14:13Yes.
14:14And when you have high police visibility and you have a police presence throughout the
14:20country, like distributed like that, you know, it begins to lower the fear of crime
14:27amongst the population because that is a real thing.
14:31That's what guides our daily lives.
14:33When I leave here, I watch left and right in the river to make sure I am okay.
14:39You as well.
14:40So that's the fear of crime is a real thing.
14:43And therefore, we need the police there to deploy strategies that will reassure the population
14:51that, okay, we're looking after you in a safe manner.
14:55I will say this too, that we will notice that the recruits, that I think there's over 200
14:59recruits that was sworn in, get ready because they will be out and about.
15:04So this is the time that you have to put country first, put, you know, the service that is needed
15:11of you.
15:11It may be happening so fast, but that is the reason why you...
15:15I want to tell a short story.
15:16So while we were in the carcass, I had some messages in Spanish here.
15:22I had problems translating.
15:25So there was a young soul there.
15:27No, he took my phone.
15:29He didn't even take my phone.

16:17Number of targets prior to offenders, 2,928.
16:21Searches conducted, 4,102.
16:24Traffic operations, 6,957.
16:28Total persons arrested, 5,013.
16:31Total persons charged, 1,199.
16:35Firearms recovered, we're seeing an increase with the pistols, revolvers, shotguns, and
16:40other types of ammunition, giving us a total of 275.
16:45Ammunition recovered, we're seeing an increase with the 9mm, the 12 gauge, also the 0.38 and
16:510.40, giving us a total of 5,631.
16:57And dangerous drug C's, we're seeing an increase once again with the cannabis and cocaine.
17:01Captain?
17:02Yeah, and I'm seeing, and somewhere on the weekend there was a, there was a, where there
17:07was a seizure of some cannabis, a substantial amount of cannabis.
17:12I think the value was $1.75 million, and can't recall where, and then of course we're seeing
17:19the increase in the, um, the firearms, and, um, the firearms recovered, right?
17:24So, you know, the police has to continue to, to chip away.
17:28Yes.
17:29Because, because it is a hard thing, but they have to continue to chip where they can, and
17:34eventually success will come their way, and we'll have a normalized Trinidad and Tobago
17:40one day.

21:09Yes, so for August 2026 thus far, we've had 10 reports of missing persons.
21:15We still have six outstanding, and of those six outstanding, we have Jerome, Mark, Gopal.
21:22Now, I mentioned last weekend that Jerome only came to us last week,
21:27even though he has been missing since July 2022.
21:31So I'm working closely with his sister to try and see what information we could get from the public
21:37and what information we could get from the family with respect to finding him.
21:42We know for a fact that he was last living in either the Gasparlo area or the St. Madeleine
21:48by the train line there in St. Madeleine, and that he just vanished in July 2022.
21:57So we're working closely.
21:58But if you're out there and you know Mark, sorry, Jerome, Gopal,
22:02please contact us at 799-1453 or the police, the St. Madeleine police station,

22:24He went missing on the 3rd of August, 2026, and we haven't been able to locate him,
22:30neither his family.

22:48Now, Destiny Silverson is from the Grand River District that is between Tocco and Matlott.
22:57She's age 16.
22:58She went missing on the 5th of the August, 2026.
23:04Now, we're working closely with the police to locate Destiny Silverson.
23:10So we have some information.
23:13Don't want to disclose it publicly.

23:31We know Destiny to be an excellent young athlete from in that area.

24:12Up to date, we haven't gotten a single piece of information on Hector Skeet.
24:17And then this Hamid Habibodin, his mental health is compromised.
24:26So just a short while ago, maybe two seconds into the program, a message came in that somebody said they
24:34saw him on Mango Street in Tonopuna.
24:36But the thing is, Hamid lives on Mango Street in Tonopuna.
24:40So it may be that he was returning home a short while ago.
24:44So I'll clarify that after the program.
24:46But in the meantime, what we know for a fact is that he's wandering somewhere around Tonopuna.

25:04So, you know, I will clarify that with the family after the program.
25:09And then we have Jahan Granderson, age 16.
25:13Now, he is from the Maloney District and he was under the jurisdiction of the Children's Authority.
25:21So we have some information on him.
25:24It came in today and we're working closely to try to make sure that the information we have is correct.
25:33And then we'd contact the Children's Authority and the police on the matters.
25:38But in the meantime, you know, if you know this child, please contact the Children's Authority at 996.

25:59Now, Captain, with regards to teens running away, when we see boys, let's start with the boys, the young teen
26:08boys,
26:09what is usually the case that makes them run away from home?
26:13I think it's, in the majority of the cases, it is dysfunctional homes.
26:19And it is these young teenage boys being led astray by older boys in the community.
26:28And then now they get caught up in that cycle of smoking and drinking and everything else that goes with
26:37life on the block.
26:38And then what happens is that they tend to go by friends because these activities usually take place in the
26:45night.
26:46So they will say they're going by a friend.
26:48Or not tell anybody at all.
26:50They will go by a friend.
26:51Now, that is the majority of the cases.
26:55Every case will stand on its own merit.
26:58Sometimes it could be abuse.
27:00And you can't rule out abuse.
27:02And, you know, they will go to a friend's home.
27:04And not necessarily be in sexual abuse alone.
27:07No, no.
27:08Being abused and physically abused by parents.
27:11It's almost like they enslaved them.
27:14Right, yes.
27:14And therefore, you cannot rule out the fact that, take for example, a young boy, 12, could have been secured
27:22by a family.
27:23Yes.
27:24And they don't want anybody to know.
27:26It has happened where they contacted us and said, Mr. Rambraat, we are family member.
27:31This is what is going on in this child's life.
27:34We have this child for a little bit.
27:36But we are trying to see how best we could, you know, sort out this child's life.
27:42And sometimes we just go along with it.
27:44And in every case does fight, has worked out fight.
27:47You see, the thing about children is that each case is different.
27:52They really can't make a judgment.
27:55Yes, I do not.
27:56But the young teenagers, the vast majority, we showed one night where we had to go and get a teenage
28:02boy smoking one long joint.
28:04Oh, jeez.
28:04With some older folks, I mean, 18, 19-year-old boys and stuff.
28:08And he took off like a bullet, you know.
28:10He took off like a bullet, yeah.
28:12But it's almost like the experiment, yes, with the things to be accepted with persons who are encouraging them to
28:19do those activities by using drugs.
28:22And also, in some cases, to get numb from the pain or whatever they face with.
28:27You're correct.
28:28Because sometimes that life is the better option at that point in time, right?
28:34So we see the boys go, in some cases, to the drugs and the criminal activities.
28:39But what about the young girls?
28:41Well, the young girls, a lot of it has to do with, again, dysfunctional homes and things not being right
28:50at home.
28:51I always make the point that mothers and daughters tend to have a close bond.
28:55So for a young female to walk out of home or run away, there's a difficult proposition.
29:01But sometimes the reality is that there's abuse.
29:05There is no funds in the home, nobody to take care of the family.
29:10And they just neglect it.
29:12And on the other end, there's somebody dangling something pretty like a little toy.
29:17And maybe on Instagram, most likely.
29:21And they say, come over.
29:22We'll make life better for you.
29:24And it isn't that the grass is greener on the other side.
29:29Turns out that is even worse.
29:31So there's sexual grooming.
29:32That is a key component in teenage runaway girls.
29:39Yeah.
29:39So it's also, too, I think, more so mothers need to be careful if it is that you bring someone
29:48new into your life.
29:50Yeah.
29:50That may be a new boyfriend or someone you're speaking to.
29:54And you let them in your space.
29:56And you have a daughter and a son.
29:57But most times, you know, it's one where you have to be very cautious who you bring around your children.
30:02Because they can dangle.
30:03Exactly.
30:04That same little reaction.
30:06While you are not home thinking the child is safe.
30:08And this is an adult that you are having relations with.
30:11But they are really there because of your child.
30:14And when we look at the root cause analysis in some of these cases, you're speaking the truth.
30:21Because it's that person who would have, you know, easy access.
30:26Yes, started the whole thing.
30:28So you have to be cautious.
30:29You have to be careful.
30:30But, you know, running away to is a way of escaping terror as well, right?
30:37So each case, you have to deal with it on its own merit.
30:42All right.

31:17We have to have our classrooms filled with joy, laughter and hope.

31:35Parents, teachers, students and officers all coming together to provide a safe space where young minds can flourish.
31:46If we all stand side by side, we can protect our children, keep them safe and they can have a
31:55space to learn without anxiety and fear.
32:00Today, I am ready to partner with the TCPS in fostering safe, respectful and empowered schools across Shenadad and Tobago.
32:11It's not a simple task.
32:13We need parents, students, teachers and communities to get involved.
