00:10Mr. President, this letter restricts the President's tariff authority
00:16under the Lindsay O. Graham Sanctioning Russia and Iran Act.
00:20This is a small but meaningful victory for all Americans who continue to suffer
00:29under this President's reckless tariffs.
00:34Let's be clear, Putin is a war criminal, and his war machine must be stopped.
00:43But we should not have to choose between putting a check on Putin's aggression
00:49and putting a check on this President's tariff regime.
00:56That is a false choice, and it is one that I am not willing to accept.
01:04And so I hope in the coming hours that we go further during the amendment process,
01:10I hope my colleagues will join me in stripping out any new Presidential tariff authorities
01:19These are not normal times.
01:21This is not a normal President.
01:23If you give him an inch, he will take a mile.
01:27We don't have to imagine.
01:28We are seeing it in real time.
01:32And everyday people, as a result of that, are struggling.
01:35Struggling to buy groceries.
01:37Struggling to buy gas.
01:39Struggling to buy their kids' back-to-school supplies.
01:43They are the ones who are suffering the consequences of his reckless, terrorist regime.
01:49But this commitment that we were able to get from Ambassador Greer is meaningful.
01:54Because if the President ignores the law,
01:58if he oversteps his power,
02:01we will see him in court.
02:02I hope this week-long process was the first step in Congress reasserting its role
02:09and placing guardrails on this President's tariff regime.
02:16I urge my colleagues to go back home
02:21and talk to ordinary folks outside of the Beltway.
02:27They will tell you that while they support any efforts to protect our national security,
02:33and that's what this is about.
02:35This isn't just about Ukraine.
02:37It is about our own national security.
02:40But we must do everything to protect our national security
02:43while at the same time bolstering the economic security of everyday Americans.
02:48So as we go back home,
02:50ask any parent you meet
02:53how much back-to-school shopping cost them this year.
02:56I can tell you as the father of two small children
02:59that it is much more than they want it to spend.
03:02When we come back to Washington,
03:04we can fight for those parents and build on this work
03:07to check the power of this reckless President.
03:11But I'm glad that we've gotten as far as we have on this issue.

03:25for their efforts to find a solution
03:27and a way forward to support Ukraine,
