00:00Members, today sees the culmination of quite a disturbing episode in this council's history.
00:07Having weighed up and considered the information available from both license holder and the objector,
00:12I find the decision taken by majority vote of the License Committee to continue to take no action on two
00:18licenses issued to David Brown incomprehensible and, in my own personal opinion, shameful.
00:26I and many other members have been disturbed and upset by the original decision, and I have every confidence that
00:32we've been given the opportunity today, we would have seen a totally different outcome.
00:37Clearly, we as a council must reconsider how we deal with licensing within the boundaries of the law, and those
00:44discussions will be ongoing as a matter of urgency.
00:47Members, it is important that we remember that at the heart of this matter, there is a victim.
00:52I fear at times there may have been a lack of attention or focus on them in recent weeks.
00:59Our sympathies lie with the victim in this case, and the significant stress that the consequences of the original decision
01:06will ultimately have on them.

01:17a motion of no confidence in the following members.
