00:00Complaints are not going anywhere, so now it's time to take action. That's when I put in the notice.
00:05Just last week, he served Thanet District Council with a Section 82 notice under the Environmental Protection Act 1990.
00:12It comes after the council changed their refuse and recycling collections in April this year.
00:17Since then, he says collections across the district have been repeatedly missed.
00:22So what I have noticed from around Thanet, there's been a lot of frustration from the residents that there's been,
00:29you know, there's been crisis.
00:31They're going on for over three months now. We don't want the tourists coming here, seeing this mess and never
00:36coming back again.
00:37So it's very important that this is sorted once and for all. And it looks like there's a lot of
00:43talk from the council, but no action.
00:45When asked for a comment on Mr Keeley's court case, the authority added, this has been received by the council's
00:52legal team.
00:52The legal team will carefully consider the matter and respond in due course.
00:56Following the instruction of additional rounds to support the waste and recycling service, announced earlier this month, there have been
01:03significant improvements to household collection rates.
01:06Last week, when Stephen handed the notice to Thanet District Council, they came and cleared his bins and his area
01:12within four hours.
01:13And within the next few days, they moved on to the street. But he says he's still not satisfied with
01:18the way it's been left and is not giving up on his case that easily.
01:22It was quite a rubbish response because they were trying to give me the special treatment and they promised me
01:29that this road would be kept to a high standard and they'll be continuously monitoring it for me.
01:36But that doesn't help the residents of Thanet themselves. So, you know, giving me the golden treatment, keeping me quiet
01:44is not going to work. I'm here for the residents.
01:47It's not just his own area that he's worried about, which is why we've come to Margate to speak to
01:52people where he says it's currently a lot worse.
01:54It just makes me feel sick seeing people just fly-tipping and just normal rubbish, really, that don't belong in
02:04certain coloured bins because the council don't do much.
02:08But they do try their best, the council do. And I do trust the council.
02:14Well, it's not so much the bins, it's the bags. And we were sent a lot of publicity leaflets saying
02:22this is going to happen, it's going to be a new system, leave it with us, it'll all work out
02:26fine.
02:27And what's happening now is that things aren't being picked up on a regular basis.
02:32Terrible, especially in Westbrook. Rubbish all over the place, bins full up, overflowing, black sacks all ripped open by the
02:42seagull.
02:44Foxes.
02:45When walking around the town, mentioning missed bin collections to residents is the headline and something that is affecting not
02:52just the locals, but maybe tourism as well.
