00:00The detention orders contained in Legal Notices 576-585 were signed between July 17 and July 23
00:08by Minister of Homeland Security Roger Alexander in accordance with Paragraph 2 of the Schedule
00:15to the Emergency Powers Regulations of 2026. They were published today.
00:20Titus Dubois, 41, was accused of leading an organized human trafficking network
00:25operating between Trinidad and Tobago. According to the notice, he recruited, received, harbored,
00:33transported, and sexually exploited vulnerable women and minors for financial gain.
00:39The notices alleged Dubois coordinated the reception of victims who entered Trinidad legally
00:45and housed them at premises under his control in Pity Valley before directing their exploitation
00:51for prostitution. Victims were allegedly transferred to Tobago for continued sexual exploitation.
00:58The notice further alleged that he acted as a handler who exercised control over victims
01:03while they were being sexually exploited and supplied marijuana to vulnerable victims,
01:09including a minor. Authorities also alleged he utilized persons with significant criminal records
01:15in support of the trafficking network and maintained associations with organized criminal elements
01:21capable of intimidating witnesses and interfering with investigations. Dubois was arrested during a
01:28multi-agency intelligence-led exercise conducted between July 22 and 25 across Trinidad and Tobago,
01:35targeting an alleged human trafficking network. Police told The Express at the time that he would be
01:41held under a PDO as investigators probed allegations into trafficking in children and the sexual exploitation of
01:48minors. Two other persons, including a Venezuelan national and a Tobago resident, were also detained during this operation.
01:55Among the other detainees named were O.D. Cummings, Isaiah Simon, Kwasi Cummings, Amir Forbes,
02:04Vikash Simongal, Neon Roberts, Parasam Deonarine, and Reagan Cambridge. Several detainees were identified as alleged leaders or organizers of criminal
02:17enterprises.
