01:17the officers decided to reconvene on the front porch to figure out a game plan.

01:24Detective Kezzie Henderson was called to the scene to lead the homicide investigation.
01:28Upon his arrival, he was informed that just eight hours earlier,
01:32officers were dispatched to the same residence to do a welfare check on Scott.

01:45At this point, Scott hadn't been heard from all day.
01:48Unsure of how to locate him,
01:50his daughter Kelly called the police to express her concerns.
01:53As the officers waited for somebody to answer the door,
01:56they could hear Scott's two dogs barking from inside the house.
02:01Eventually, Kelly opened the door and let the officers inside.

02:08She said that this behavior was completely out of the ordinary for her dad,
02:12who had an extremely disciplined routine.
02:14The officers asked if they could take a look in Scott's room.
02:17But unfortunately, he kept his room padlocked.
02:19So they moved on to the rest of the house.
02:22While one of the officers checked the rooms upstairs,
02:24Kelly led another officer to check the basement.
02:27But neither had any luck.
02:29Kelly decided that she was going to ask around the neighborhood if anybody had heard from her dad.

02:38Although Kelly didn't want to report Scott missing just yet,
02:41the officers couldn't shake the feeling that something wasn't right.
02:44Kelly grabbed her dad's dogs and went on her way.
02:47The officers exited behind her and headed back to the station.
02:51Kelly's search was proving to be unsuccessful.
02:53So she called her brother Riley and explained the situation to him.
02:57Riley, who was with his friend at the time, decided to take action.
03:01He and his friend strapped up, attaching GoPros to their foreheads.
03:06They then went straight to the house and began their hunt.
03:08As they scoured the property,
03:10they suddenly heard a strange noise coming from the side of the house.
03:19They slowly headed toward the noise,
03:21but they struggled to see anything in the darkness.
03:24Once they got closer, they spotted a tarp on the ground.
03:27They lifted it up and found Scott's body, bloody and mangled.

03:44Now that Detective Henderson understood the events that led up to Scott's discovery,
03:49he had some more questions for Riley.
03:51He first asked if anybody else was inside the home.
03:54Riley said that his mother, 62-year-old Ann Reed Allen,
03:58was likely upstairs in her bedroom and had been there the entire time.
04:02Detective Henderson found it strange that Ann didn't step outside with all of the commotion going on.
04:07He instructed a group of officers to go inside to make contact with her.

04:41Before hitting her with the news that Scott was, in fact, dead,
04:44they wanted to evaluate her behavior.
04:47If you take a close look at her facial expressions,
04:50Ann initially seemed annoyed by the officers,
04:52but within moments, her demeanor shifts to completely carefree.
04:56Nonetheless, the officers were still uncertain
04:58if Ann was somehow involved in Scott's death.

05:51The fact that she supposedly hadn't seen anything
05:54immediately set off red flags for the detective.
05:57There's a man deceased over here in the yard.
06:03There's a deceased man in my yard?
06:06I haven't.
06:07The detective broke the news that the deceased man was Scott.
06:11But Ann showed little emotion.
06:12Instead, she immediately began listing reasons
06:15why somebody might have wanted to harm him.
06:18I know he gambles all the time.
06:20She said that Scott was at the casino the night before.
06:23Perhaps he had outplayed someone and took their money.
06:26And that bitter loser exacted their revenge on him.
06:29Several other theories were thrown around as well.
06:32For example, maybe a criminal that Scott had locked up
06:35during his FBI days had come back,
06:37hell-bent on getting even.
06:39Scott also owned multiple rental properties
06:41and had recently evicted several of his tenants.
06:44And he's got a lot of people there, okay?
06:47Although Detective Henderson took these theories seriously,
06:51he also took everything Ann said with a grain of salt.
06:54He left her with one final warning.
06:57Listen, listen.
06:58If you know anything about that,
07:00then you need to be honest.
07:01At this point,
07:02Ann wasn't providing any more useful information.
07:05So, Detective Henderson went back outside
07:07to catch up with the forensics team.
07:09And they had some interesting observations to share.
07:12Scott's wallet and phone were missing,
07:14potentially pointing to a robbery turned deadly.
07:16However, in most cases,
07:18robbers will flee the scene as quickly as possible.
07:21Since the killer had taken the time to cover up Scott's body,
07:24the investigators wondered if this attack
07:26was something more personal.
07:28They were able to find more evidence to support this theory.
07:30According to the medical examiner,
07:32Scott was shot in the neck from behind.
07:35This injury was likely caused by a bullet
07:36that was found lodged in the shed.
07:39However, it was ultimately determined
07:41that this gunshot only would have incapacitated Scott,
07:44and the subsequent beating is actually what caused his death.
07:47They believed that this beating was done
07:49with a piece of firewood,
07:51indicated by the several wood chips found on Scott's body.
07:54But they were unable to find the piece of wood that was used.
07:57The investigators had a feeling
07:59that the killer had thrown it into the wood fire stove.
08:02The fact that Scott's assailant had shot him in the neck,
08:05realized that he wasn't dead,
08:06and proceeded to finish the job in a brutal manner,
08:09suggested that this was an emotional killing.
08:12Although the detectives had their suspicions about Anne,
08:15everybody was still a suspect at this point.
08:17That includes the person who found Scott's body, Riley.
08:21They asked Riley to come down to the station for an interview.
08:24He enthusiastically agreed.
08:26He said that after a long day at work,
08:28he was hanging out with his friend
08:29when Kelly called him to help find their dad.
08:32He told the detective about the noises he heard near the shed,
08:35and said that he caught a glimpse of a mysterious figure
08:38leaving that area.

09:05This incident didn't escalate any further,

10:14There appeared to be no animosity amongst the players.
10:17After winning some money, Scott decided to collect his payout.
10:21It was clear that Scott wasn't exactly a high roller.
10:24His earnings for the night amounted to less than $100.
10:27It seemed unlikely that he would be killed over that much money.
10:31After collecting his cash,
10:32he took the elevator down to the parking garage,
10:35headed to his car,
10:36and left for the night.
10:37As far as Detective Henderson could tell,
10:39nobody had followed him.
10:41After viewing this footage,
10:42the investigators were confident in ruling out this
10:45killer from the casino theory.
10:47Although this lead was a dead end,
10:49officers had better luck while canvassing the neighborhood.
10:52Apparently, Anne was constantly spreading rumors about Scott.
10:56On one occasion,
10:57Anne had told the neighbors that Scott and his kids were abusing her.
11:00I left because I was not going to be beaten up by Anne.
11:04You know, I have a really hard time believing that that happened.

11:10and you don't know how deceptive an FBI agent can be.
11:15Anne also reached out to their next-door neighbors,
11:18Cindy and Marty,
11:19and made several accusations against Scott.
11:22She once left this voicemail,
11:24giving them a friendly reminder about Scott's promiscuous past.
11:27This is Anne Allen.
11:30I just wanted to give you a quick call.
11:32He's brutal.
11:34And he,
11:35because he ran the streets,
11:37until I married him at age 37,
11:39he was nothing but a man.
11:42Apparently,
11:43Anne was doing this because Scott had been telling the neighbors
11:45about how horrible a wife and mother she was.
11:48Anne was just trying to set the record straight
11:51by speaking with the neighbors herself.

11:54the reality was that Kelly had violent tendencies,
11:57which were enabled by Scott's passive parenting style.

12:03she would somehow be painted as the bad guy.

12:06nobody seemed to believe the things that Anne was saying about her family.
12:09Cindy also showed the detectives a photo she had taken
12:12on the day that Scott's body was discovered.
12:14A slender man could be seen walking away from their property.
12:18Unfortunately,
12:19the photo was too blurry to make out any other details.
12:22Cindy had a strong feeling that this was Jason Bird,
12:25who the neighbors believed was Anne's not-so-secret lover.
12:29Based on the photo,
12:30nobody could confirm whether it was actually Jason or not.
12:34Luckily,
12:34the detectives were able to obtain this choppy video
12:37that another neighbor recorded on the day that Scott's body was discovered.
12:41In the video,
12:42Jason's truck can be seen in Scott and Anne's driveway.
12:45Now that Jason was confirmed to have been there,
12:48the detectives believed that he had helped Anne cover up the murder,
12:51taking Scott's wallet and phone
12:53and possibly getting rid of the gun used to shoot him.
12:55A few days after Scott's death,
12:57his celebration of life took place.
12:59Many of Scott's colleagues spoke at length about how friendly he was
13:03and the positive impact that he had on their lives.
13:06Nobody could make Scott laugh more than Scott could make Scott laugh.

13:11Kelly,
13:11and Anne sat in the front row,
13:13and many of the attendees came up to them to give their condolences.
13:16But Anne wasn't getting any sympathy from law enforcement,
13:20as they continued to find more evidence that she was responsible for his death.
13:24While searching the home,
13:25they found wood chips inside the washing machine.
13:27The crime lab tested these wood chips and found Scott's DNA all over them.
13:32This discovery implied that Anne had put something in the washing machine,
13:35potentially her own clothes,
13:37that had wood chips on them from attacking Scott.
13:40With a divorce right around the corner,
13:42the detectives wanted to know why Anne would choose to harm Scott
13:45instead of just waiting for the divorce to settle.
13:47They discovered that Scott had a $500,000 life insurance policy.
13:51He also had those rental properties that we mentioned earlier.
13:55The detectives believed that Anne had killed Scott,
13:57hoping to collect the money from his life insurance policy
14:00and the rest of his assets.
14:02On June 30th, 2017,
14:04several officers went to the hotel that Anne was staying in
14:07to execute an arrest warrant.
14:09Police, open the door.
14:14Anne was thrown behind bars and charged with first-degree murder,
14:18second-degree murder,
14:19conspiracy to commit murder,
14:20and the use of a handgun during a crime of violence.
14:23The estranged wife of a retired FBI agent is charged with murder.
14:27Police and Laurel have charged 62-year-old Anne Allen
14:30with first- and second-degree murder
14:31in the shooting of 62-year-old Scott Horn.
14:34Anne was held without bond
14:35at the Prince George's County Correctional Facility.
14:38On July 10th, 2017,
14:40Jason was also arrested and received the same charges.
14:44A second person has been arrested and charged
14:45in the death of a retired FBI special agent
14:48who was killed back in March.
14:50Laurel police arrested 42-year-old Jason Allen Bird
14:53of Westminster Monday
14:54in connection to the death of Scott Horn.
14:57The 62-year-old was found in the backyard
14:59of a home on Patuxent Road.
15:01Bird now faces several charges,
15:03including first-degree murder.
15:04The police finally had their two prime suspects in custody.
15:07However, this was short-lived
15:09because after executing search warrants
15:11for Jason's home and car,
15:13they found nothing linking him to the crime.
15:16While presenting their case to the grand jury,
15:18there wasn't enough evidence to take Jason to trial.
15:20So the charges against him were ultimately dropped,
15:23and Jason was let go.
15:25The case against Jason didn't pan out,
15:27but they had plenty of evidence to convict Anne, right?
15:30Well, the prosecution was not allowed to tell the jury
15:33about many of the things we have discussed in this video.
15:37This includes Kelly and Riley's stories
15:39of living with their mother,
15:40the recordings of Anne spreading rumors about Scott,
15:43and even the several cases of domestic abuse
15:46that were filed over the years.
15:47None of this was admissible in court.
15:50According to Maryland law,
15:51using prior bad acts to prove things like motive,
15:54opportunity, or intent is admissible in court,
15:57but using prior bad acts to prove
16:00the character of a person is not admissible in court.
16:03Even with these crippling limitations,
16:06the authorities followed through with their prosecution.
16:08In November of 2018, Anne's trial took place.
16:11The prosecution alleged that Anne had waited for Scott
16:14to return home from the casino
16:16before carrying out the deadly assault,
16:19motivated by a desire to profit
16:20from his life insurance policy
16:22and gain control over their marital assets.
16:25They knew the defense would highlight Anne's walking disability
16:28and tried to say that she was incapable of killing Scott.
16:31So the prosecution showed the jury
16:33some interesting recordings
16:35from Cindy and Marty's home security camera.
16:38In most of the clips,
16:39Anne can be seen hobbling around on her crutch,
16:42but several other times,
16:43Anne can be seen walking around without a crutch,
16:46completely unfazed.
16:48The prosecution argued that Anne
16:50wasn't the frail old lady
16:51that she portrayed herself as,
16:53and she was completely capable of killing Scott.
16:56After a grueling legal battle,
16:58it was time for the jury to deliberate.
16:59By the end of the first day,
17:01the jury was deadlocked.
17:02The judge ordered them to continue deliberating,
17:04and on day two, they had a verdict.
17:07Anne was found not guilty
17:09and was acquitted of all charges.
17:10She immediately began sobbing
17:12and thanked God over and over again.
17:15Just as Anne's defense had predicted,
17:17most of the prosecution's claims
17:19were completely dismantled
17:20by the defense during the trial.
17:22In a statement leading up to the trial,
17:24Anne's defense attorney, Andrew Jezik, said,
17:27I think the bottom line
17:28is that this is a very circumstantial case.
17:31There is no smoking gun.
17:32There's no confession.
17:34There's no text or email
17:35that is incriminating whatsoever.
17:37There's no DNA.
17:39There's no blood.
17:40There's no fingerprints.
17:42And he was right.
17:43Based on the evidence presented in the trial,
17:45there was nothing that directly linked Anne
17:47to the crimes that she was accused of.
17:49The defense also found the idea
17:51of Anne killing Scott for money ludicrous.
17:54Anne wasn't even the beneficiary
17:55for Scott's life insurance money
17:57because Scott had taken her off of his policy.
18:00It also turns out that Scott had $220,000 in debt
18:04that Anne was now responsible for
18:06since they were still married.
18:08A financial expert for the defense
18:09said that if Scott was still alive
18:11and the divorce was finalized,
18:14Anne would have been around $500,000 richer.
18:17As for Anne not seeing Scott's body
18:19when she put wood on the fire,
18:21the defense had a simple explanation for this as well.
18:24It was too dark.
18:25They said that this was clear
18:26based on Riley's GoPro footage from that night.
18:29The defense claimed that the investigators
18:31had tunnel vision on Anne
18:32since they had been called to the residence
18:34so many times for criminal charges
18:37and protective orders.
18:38Due to double jeopardy rules,
18:40the state was not allowed to charge Anne with murder
18:42for a second time.
18:44However, Anne was charged with two felony counts
18:46of attempting to influence state witnesses
18:48and one felony count of obstruction of justice.
18:52Allegedly, she tried to convince her kids
18:54not to testify against her.
18:56Court documents state
18:57that Anne made a jailhouse phone call to someone
19:00and told them the kids have to be persuaded.
19:03And it's important for them not to participate.

19:08The status of these charges
19:09is unclear at the time of this video.
19:11But if convicted,
19:13Anne could face up to 45 years in prison
19:15and a $10,000 fine.
19:17As for the kids,
19:18Riley followed his passion for technology
19:20and is now the lead systems engineer
19:22for a data center company.
19:24While Kelly works as a veterinary surgical technician,
19:27carrying on her dad's love for animals.
