00:00Neither side is currently able to achieve their strategic objectives, and they're each approaching the use of military action for

00:09Iran is using its military strikes to demonstrate almost a symbolic but very real capacity to inflict violence upon the
00:19region.
00:20But Iran's capacity has been degraded. The attacks are not saturation attacks.
00:25They tend to be single or two or three missiles at a time, vice large numbers, which does indicate that
00:33they are either withholding capacity or their capacity has been limited.
00:38But in any case, violence is now part of Iran's negotiating tempo.
00:42The United States, on the other hand, seems to be focusing on provoking a debate within Iran's leadership as to
00:50the wisdom of their attacks on shipping and the straits and their neighbors and their insistence on controlling the Strait
01:02of Hormuz.
01:03The widening nature of the US attacks clearly does appear to be a strategy where the United States is demonstrating
01:12that it has the capability and the intelligence to conduct precision attacks against military structures.
01:19So it's just a question, they're messaging to Iran, how much longer do you want this to go on because
01:26we can take this in your direction?

01:34This isn't just a US or GCC issue.
01:39This is international.
01:41This is not something the US should dictate any more than Iran.
01:45Iran has no right to change the nature of international straits.
01:50It would be very dangerous for any two countries to work this out at the disadvantage of others.
01:57So we would never want the United States and Iran to be the only people deciding what happens with the
02:03Strait of Hormuz.
02:04That's not a nuclear, that's not a negotiation issue.
02:08Iran is violating international law and the US is defending international shipping.
