Context: deputies worked a call involving a stolen cell phone, suspect left the scene in a car. Another deputy stopped a car that loosely fit the description, and wound up issuing that person two summonses for reasons not elaborated over the radio. Yes, they're congratulating that deputy even though he stopped the wrong car and didn't recover the stolen phone.
