00:00Former Finance Minister Tengku Zafrul Aziz told the High Court that minutes issued by then-Prime Minister Muhyiddin Yassin under
00:08the Jana Wibawa program were merely directives for consideration and did not amount to automatic approvals of projects.
00:17Testifying at Muhyiddin's corruption trial, Tengku Zafrul said the directives required follow-up action but did not justify improper decisions.
00:26He stressed that each directive was assessed on its merits.
00:31The court also heard that Muhyiddin had issued minutes on letters of support involving five companies linked to the Klang
00:38Utara District Police Headquarters project.
00:41Meanwhile, Tengku Zafrul's former senior private secretary, Wan Murtaza Wan Mahmood, said the Prime Minister's office had recommended 54 contractors
00:51for 54 Jana Wibawa projects.
00:53He said the PMO later sent the company's profiles and decided which projects each company would receive.
01:00Wan Murtaza said the Finance Ministry only forwarded the documents for evaluation and did not select the companies.
01:09Muhyiddin faces four charges of abusing his position to obtain RM225.3 million in bribes for Besatu and three money
01:18-laundering charges involving RM200 million.
