00:15Its agent argued the plan would not amount to a material change of use and that no structural alterations were
00:22needed.
00:23But planning officers disagreed.
00:25The council says the proposal would create a care home use, which is not covered by permitted development rules.
00:32The company can now submit a planning application if it wants to continue.
00:36No application is shown on the council's planning portal for the proposed change of use at the property.
