As per a June 25 analysis by the Wall Street Journal, Ukrainian drone and missile attacks have led to the destruction or significant impairment of around 20 percent of Russia's oil refining capabilities since March 2026. In a concentrated effort from March to May, Ukraine targeted 20 oil refineries and export facilities. Consequently, Russia's crude oil processing capacity has decreased to 4.69 million barrels daily, marking an approximate 18 percent decline from the pre-conflict levels of 2021. This has resulted in a reduction of over one billion dollars in Moscow's monthly oil revenue. While these attacks directly undermine Russia's war economy, American energy analysts highlight a ripple effect: the diminished supply of Russian oil in the international market is exerting upward pressure on crude oil prices, which in turn has kept gasoline prices high across the United States. States with longer average commuting distances, such as Texas, Montana, Wyoming, Mississippi, and Alabama, are experiencing the most significant financial impact due to rising fuel costs.
