00:00The Commission found indisputable evidence with regards to the deliberate targeted killing of Palestinian children, including since the October 2025
00:13ceasefire, the use of torture, inhumane and degrading treatment, including use of sexual and gender biased violence against Palestinian children,
00:24as well as targeting of critical infrastructure essential to children such as orphans.
00:35There has been a widespread and systematic killing and harming of children. Between 7th October 2023 and 7th October 2025,
00:45we have witnessed more than 20,000 children who have been killed and more than 44,000 children who have
00:52been injured.
00:53Children constitute 30% of all those killed in OPT, and the killing and injuring of children has been a
01:04continuing activity.
01:05This conference, because the situation is extremely deteriorating in the occupied Palestinian territory and extremely dangerous, whether in the occupied
01:16West Bank, East Jerusalem, or the Gaza Strip, or in the whole general region.
01:24And because of that, we felt that we cannot continue waiting as it relates to the question of Palestine until
01:35things to be sorted out in the region.
01:39And, you know, you know, the war in the Gulf region and also what's happening in Lebanon and the aggression
01:46against them.
01:47If we keep waiting, then this extreme Israeli government will sneak in under the smoke of the war and try,
01:56you know, to make decisive changes in the occupied Palestinian territory
02:02through annexation, through annexation, destructions of the hope of the two-state solution, and making the miserable situation in the
02:11Gaza Strip to even more miserable situation.
02:14So that's why we sent a letter at the beginning of the week, and one of my colleagues, if you
02:22wish, if you haven't seen the letter, we will be more than happy to give it to you,
02:28in which we listed the violations and the danger, the dangerous situation in the West Bank,
02:37starting from the great possibility of the implementation of the E-1 plan.
02:46That plan is extremely dangerous in a sense that it wants to connect through more settlements, building and expanding settlements,
02:58connecting East Jerusalem with E-1 settlements, and connecting with the Khan al-Ahmar,
03:05and through the Jordan Valley, reaching the Jordan River, meaning dividing the north and the south of the West Bank.
03:19And if you also think of Gaza, they occupying 53% of the land, expanded to 60% of the
03:29land,
03:30and Netanyahu is also saying we want to expand to 70% of the land.
03:35So occupying 70%, dividing East and, I mean, north and south of the West Bank,
03:43then in essence, Smiterich, Netanyahu, and Bingver, who are saying we are going to destroy the two-state solution,
03:51are taking practical steps in this connection.
03:55You add to it the terrorism of the settlers, the invoking of the land registration to open it for Jews
04:05in the occupied Palestinian territory, which is illegal, and also the release of the listing of Israel,
04:13Israel, and with the specific documentation as it relates to sexual violence against Palestinian prisoners,
04:22including girls and women, and, you know, everybody is saying we have the evidence regarding to that,
04:30but Netanyahu wants to shield those who are committing these crimes and attacking the Secretary General,
04:38and we salute him for the listing, attacking, you know, the civil society organization,
04:44the international organization, all those who have the evidence.
04:48Instead of taking those who commit these crimes to court, he is shielding and protecting them.
04:54I'm just giving you some of the elements that are in the letter that we sent to the Security Council.
05:02We are grateful to Libya and Somalia, the Arab representative in the Security Council,
05:09when we asked them that the Security Council cannot remain silent.
05:13It should act.
05:15And as we are meeting in front of you, they are having informal consultation in the content of our letter
05:23and other documents, the U.N. documents and, you know, other agencies' documents about all these crimes.
05:31We are saying that these crimes should be stopped.
05:35These illegal policies and practices should be, you know, condemned,
05:41and Israel should be held accountable,
05:43and those who committed the crimes of sexual violence should face justice,
05:48and it should not be tolerated.
05:50We want the Security Council, as the main organ of the U.N.,
05:56in charge of the maintenance of international peace and security,
06:00to act, to shoulder its responsibility, to stop these crimes,
06:05and I hope those who are meeting inside to act on the basis of many things,
06:11including international law, including the plan, the 20-point plan of President Trump,
06:17and Security Council Resolution 2803 that says, among other things,
06:23no to annexation, no to occupation, no to the continuation of the situation.
06:28You cannot just say that, and Israel is not listening to anyone without consequences.
06:34We want consequences, and we want the Security Council to act.
06:41We are grateful for almost every member of the Security Council that endorsed our request through,
06:48you know, the Arab representative.
06:50It is so unique that five members of the European countries endorsed the call,
06:57along with China and Russia and everybody else.
07:02This is a unique moment, and this is also a sign that on our issue,
07:10still the Security Council is united, and they want action.
07:13We are grateful to them.
07:14I'm grateful, you know, to my colleagues and brothers,
07:19brother Abdullah, who is the chair of the Arab group for this month.
07:25We had a meeting yesterday.
07:26They endorsed this call.
07:28They called for this press conference,
07:31and they authorized my brother Abdullah to give a statement
07:35on behalf of the other,
07:38Abdulaziz Afwan,
07:40Abdulaziz Al-Wassil,
07:41to give a statement on behalf of the Arab group, which he will.
07:44And also we had consultation with the chairman of the OIC group,
07:52Ambassador Ahmad,
07:53and his deputy will be here to deliver a statement on behalf of the OIC.
07:59And you see that there is a massive support for Palestine in spite of everything.
08:05The war in the Gulf cannot continue to steal away the attention of the international community
08:16for justice for the Palestinian people,
08:18and we cannot remain silent.
08:20We have to do our duty here at the UN.
08:23We are ambassadors at the UN.
08:25It is our job to work with the Security Council,
08:28the General Assembly,
08:29the Secretary General,
08:30that Palestine cannot continue to wait on the margin.
08:33justice has to prevail.
08:35This illegal occupation has to end,
08:38and freedom and independence of the State of Palestine
08:42should take place as quickly as possible.

08:55Good afternoon, everyone.
08:56Glad to be here.
08:59Let me start by thanking Dr. Riyad for the introduction,
09:05and now I will read the statement on behalf of the Arab group.
09:10The Arab group expresses its deep alarm at the rapidly escalating situation
09:16in the occupied Palestinian territory,
09:19where Israel continues to implement policies
09:22that amount to accelerated annexation
09:25and the systematic dismantling of the Palestinian rights.
09:30The group stressed that Israel's recent measures
09:34are not isolated incidents,
09:37but rather part of a coordinated strategy
09:41to enrich permanent control over the Palestinian land
09:47and alter the demographic and geographic reality on the ground
09:52and eliminate the possibility
09:55of the independent of the State of Palestine
09:59as a sovereign, viable, and continuous state
10:04in accordance with the relevant United Nations resolution.
10:10In this regard,
10:12the dangerous steps taken by the Israeli government
10:16to advance the E-1 plan
10:18constitute an existential threat
10:21to Palestinian independence
10:23and to the prospects for just and lasting peace
10:28and must be immediately reversed.
10:31The Arab group rejects all measures aimed at altering
10:36their demographic composition, character,
10:40and the status of the Palestinian territory
10:42occupied since 1967,
10:45including East Jerusalem,
10:47including inter-area,
10:48the construction and the expansion of settlements,
10:51and the forced displacement of Palestinian civilians
10:56in violation of international law
11:00and Security Council resolutions,
11:03including Resolution 23-34 of 2016.
11:07The group also warns against the ongoing attacks
11:11on the historic and legal status quo,
11:14particularly with regard to Al-Haram al-Sharif.
11:20We also condemn Israel
11:23under unilateral measures targeting UNRWA
11:27and its decision to establish military facilities
11:31in the UNRWA compound in East Jerusalem,
11:34a move that yet another manifestation
11:37of its continued violation
11:40of the agency's UN privileges and immunities.
11:43Arab group recalls the conclusion
11:47of the International Court of Justice
11:49that, quote,
11:51the sustained abuse by Israel
11:54of its position as an occupying power
11:57through annexation
11:58and assertion of permanent control
12:02over occupied Palestinian territory
12:04and continued frustration
12:06of the rights of the Palestinian people
12:10to self-determination violates fundamental principles
12:14of international law
12:15and renders Israel's presence
12:17in the occupied Palestinian territory unlawful, end quote.
12:23We remind third parties
12:25of their obligations under the UN Charter,
12:30relevant United Nations resolutions
12:32and international law,
12:33including the prohibition
12:36of acquisition of territory by force.
12:40These obligations include non-recognition,
12:44non-assistance, and distinction,
12:47as well as the duty to ensure
12:49that any impediments resulting
12:52from Israel's illegal presence
12:54in the occupied Palestinian territory
12:56to the exercise by the Palestinian people
12:59of their rights to self-determination
13:02is brought to an end.
13:05In Gaza, the Arab group underscores
13:08that the expansion of Israeli military control,
13:11ongoing assault,
13:13and deliberate restrictions
13:15of humanitarian access
13:17have created a grave
13:19and terrible humanitarian emergency.
13:24Civilians continue to suffer
13:25the consequences of policies
13:28that deprive them of protection,
13:31essential services,
13:33and the most basic necessities of life.
13:38They stress the need
13:40for full respect
13:42of the principles reflected
13:44in Resolution 2803,
13:47including with regard
13:49to the ceasefire,
13:51humanitarian access,
13:53the prohibition of occupation
13:55and annexation,
13:56and the rejection
13:58of any displacements
13:59of Palestinian people.
14:02The Arab unequivocally denounces
14:05Israel's annexationist policy
14:07and insists that such violations
14:12demand immediate international rejection
14:14and meaningful consequences.
14:17The Arab group urges the Security Council
14:20and the international community
14:22to take decisive decision
14:24to immediately halt
14:26and reverse annexation-related activities.
14:31Insettlement expansion
14:33sees the forced displacement
14:36of Palestinians,
14:38put an end to all ongoing illegal measures
14:41through the occupied Palestinian territory
14:45and ensure accountability
14:48in accordance with international law.

16:10the Security Council's urgent attention
16:12to Israelis' continued efforts
16:14to accelerate the annexation
16:16of the occupied Palestinian territory
16:18in clear violation of international law.
16:22These include
16:23the expansion of settlement plans
16:25in the E1 area,
16:27jeopardizing the territorial unity
16:29and integrity
16:30of the occupied Palestinian territory
16:32by fragmenting the West Bank
16:34and severing East Jerusalem
16:36from its Palestinian environment.
16:39Measures relating to land registration
16:42and property rights,
16:44land expropriation
16:45and seizure of sites
16:47of religious, cultural
16:49and historical significance.
16:52Continued excursions
16:54by extremist Israeli settlers
16:55into Alaska Mosque,
16:57Al-Aqsa Mosque
16:58and Al-Haram Al-Sharif,
17:00forcible displacement
17:02of Palestinians
17:03accelerated by restrictions
17:05on movement,
17:06recurrent military incursions,
17:08land confiscation,
17:10the demolition of homes,
17:11agricultural lands
17:12and olive groves
17:14and escalating settler violence.
17:16The approval
17:17of a military compound
17:19on the site
17:20of the unlawfully seized
17:21and demolished
17:22Andrua headquarters
17:23and occupied East Jerusalem
17:25in violation
17:26of United Nations
17:27privileges and immunities.
17:30Furthermore,
17:31in Gaza,
17:32the continued expansion
17:33of Israeli control,
17:35ongoing military operations
17:36and restrictions
17:37on humanitarian assistance
17:39continue to inflict
17:40immense suffering
17:41on the Palestinian
17:42civilian population.
17:45The OIC group
17:46condemns
17:47in the strongest terms
17:48Israel's attempts
17:49to entrench
17:49its illegal occupation
17:50and annexation
17:52of Palestinian territory.
17:54These actions
17:54constitute flagrant
17:56violations
17:56of international law,
17:58relevant Security Council
17:59and General Assembly resolutions.
18:02The Fourth Geneva Convention,
18:04ICJ,
18:05advisory opinions
18:06and orders,
18:07the historical
18:08and legal status quo
18:09at the holy sites
18:10in occupied East Jerusalem.
18:12The OIC group
18:13calls on the Security Council
18:14and all states
18:15to take urgent
18:16and effective measures
18:18to hold
18:18all annexation activities,
18:21settlement expansion,
18:23forcible displacement,
18:24the other unlawful practices
18:26in the occupied
18:27Palestinian territory
18:29including East Jerusalem
18:30and to ensure accountability
18:32in accordance
18:33with international law.

19:05because from our experience
19:07throughout the years,

19:13benefit Israel
19:15and protect it,
19:17it collides
19:20with the veto power
19:21inside the Council
19:22and we are no better off
19:24today
19:25than we have been
19:26like 20 years ago.
19:28What other steps
19:29can be taken?
19:30and I know
19:31the answer
19:32more or less to this.
19:33What can we do
19:34to avoid
19:35this trap
19:37of the Security Council
19:38and the veto power?
19:40Well, thank you

19:43for asking this question.
19:45We will not
19:47allow the Security Council
19:49to run away
19:50from its responsibility.
19:52They have a mandate
19:53given to them
19:55by the Charter of the UN
19:57to maintain
19:58international peace
19:59and security.
20:00and what is happening
20:02in our region,
20:03what is happening
20:03in Palestine
20:04is a threat
20:05to international peace
20:07and security
20:08and they have
20:09to elevate themselves
20:10to the level
20:11of addressing this issue.
20:13That's number one.
20:15Number two,
20:16they adopted
20:17Resolution 2803
20:20which it said
20:21among other things
20:22that no to annexation,
20:24no to occupation
20:25and also the whole process
20:29that should lead
20:30for self-determination
20:32and statehood
20:33for the Palestinian people.
20:35They all agreed
20:36and it was introduced
20:38initially
20:39by the United States
20:40of America
20:40and nobody voted
20:42against it
20:43in the Security Council.
20:44We want the Security Council
20:46to honor
20:47and respect
20:48its resolutions
20:49all of them
20:50including this one
20:52including 232334
20:56and many other resolutions.
20:58So we will keep
20:59knocking on their door.
21:00In addition to that,
21:02the fact that we are
21:03talking to you
21:04and through you
21:05to the whole world
21:07of the position
21:07of the Arab countries
21:12the OIC countries
21:13and others
21:14who are with us
21:15from other groups
21:17is an indication
21:19that the position
21:20of the international community
21:22is crystal clear
21:23and is in line
21:24with international law
21:25and in line
21:26with the principles
21:27enshrined
21:28in the Charter of the UN.
21:30So it is your duty
21:32to help us
21:33and through your outfits
21:35tell the whole world
21:36that we are for peace
21:38we are for justice
21:40we are for putting
21:41an end to the war
21:43we are for resolving
21:45these issues
21:45through peaceful method
21:47as the Charter tells us
21:50and I believe
21:51the great majority
21:53of nations
21:54and people
21:54they don't want wars
21:56they want to see peace
21:58and they want to see
21:59the end of the tragedy
22:01of the Palestinian people.
22:02We cannot be left behind.
22:05This illegal occupation
22:07has to end.
22:08We need to enjoy
22:10freedom and dignity
22:11in our homeland.
22:12They want to kick us
22:13away from our land.
22:16Look at our people
22:17in Gaza.
22:18They endured
22:20that no person
22:22can endure
22:22but yet they are refusing
22:24to leave the homeland.
22:26We have no homeland
22:27except Palestine
22:28including the precious part
22:30of it
22:30which is Gaza
22:31including
22:32the jewel
22:35on top
22:36of the crown
22:37which is Jerusalem
22:38and the Holy Land
22:39and the holy sites
22:41in Jerusalem
22:42and we are grateful
22:44for the eight ministers
22:46the Arabs
22:47and the Muslims
22:48who issued
22:49a statement
22:49against
22:50the desecration
22:52of Al-Aqsa Mosque
22:53and Al-Haram-Sharif
22:54and all of the things
22:56that extremists
22:57like Smiterich
22:58and Bingver
23:00are doing
23:00in order to
23:01usurp
23:03such important
23:04holy sites
23:05from us
23:06and the custodianship
23:08of Jordan
23:10in this regard.
23:12So we appreciate
23:13all these things
23:14but we need
23:15to keep telling
23:16our story
23:17and there is
23:19a shift
23:20of public opinion
23:21in here
23:21and in Europe
23:22but we need
23:23that shift
23:24including
23:25in the UN
23:26to be translated
23:27into action
23:28to stop the crimes
23:30to stop the annexation
23:31to stop the occupation
23:33to stop violating
23:35our rights
23:35to withdraw
23:36from Gaza
23:37to withdraw
23:38from the West Bank
23:39and East Jerusalem
23:40and to allow
23:41for the two-state solution
23:42to become a reality.
23:44We are not
23:45going to go away
23:46from that path
23:47and we are grateful
23:49for everyone
23:49who is with us
23:51and it is
23:51almost everyone.
23:53That is the obvious reality.
23:55Let us see it
23:56being implemented.
23:57Mr. Massimo,
23:59what has been
24:00the United States
24:01reaction
24:02to this new initiative?
24:06We just keep repeating
24:08what President Trump said.
24:10No annexation.
24:12We know
24:13that he told Netanyahu
24:14including recently
24:15stop the night
24:17nonsense in Lebanon,
24:18stop the craziness,
24:20you know,
24:20you are not allowed
24:21to annex the land.
24:22I know that President Trump
24:24is capable
24:25and he has the tools
24:27to stop Netanyahu
24:29in his tracks
24:30in order not to
24:32keep the whole region
24:34in turmoil
24:35and wars
24:36and occupation
24:36and to move
24:38in the direction
24:39of peace and justice.
24:40That is why
24:41the majority of us
24:43are working with them
24:45and the majority of us
24:47including
24:47the eight Arab
24:49and Muslim states
24:50supported also
24:52by Palestine
24:52and the Security Council
24:54through not
24:55rejecting
24:57Security Council
24:58Resolution 2803.
25:01We are also,
25:02we are all doing
25:03our duty.
25:04We need others
25:05including
25:06the U.S. administration
25:08to stop Israel
25:09from continuing
25:10to do the things
25:11that it is doing
25:12to all of us.
25:13What we want
25:14is peace
25:14and what we want
25:16is the essence
25:17of what was proposed
25:18to us
25:19and we accept it.
25:20And one day
25:22that is going to happen.
25:24We are not going
25:24to be the exception
25:25to the rule.
25:26if it happened
25:28in South Africa
25:29to put an end
25:30to apartheid
25:31it is going to happen
25:32in Palestine
25:33to put an end
25:34to apartheid
25:35to occupation
25:36to discrimination
25:38and for the Palestinian people
25:40to have
25:40their own freedom
25:41and dignity
25:42and the two state solution
25:43to become a reality.
